Ha Tinh Launches Five Self-Management Groups to Prevent IUU Fishing

The People’s Committee of Loc Ha Commune (Ha Tinh Province), in coordination with the Cua Sot Border Guard Station, recently held a conference to launch a model of self-management groups aimed at preventing illegal, unreported, and unregulated (IUU) fishing in the locality.

According to information from Ha Tinh Newspaper, the model includes five self-management groups tasked with disseminating information and encouraging fishermen to comply with legal regulations in fishing activities; refraining from taking fishing vessels and fishermen to illegally exploit marine resources in foreign waters; and not acting as intermediaries or assisting in any violations.

Members of the self-management groups also encourage fishermen to strictly follow regulations on fishing vessel management, including registration, inspection, and proper vessel identification; installing, managing, and maintaining the operation of vessel monitoring systems; fully recording and submitting fishing logbooks and transshipment logbooks; and declaring vessel departures and arrivals in accordance with regulations. At the same time, fishermen are advised not to use prohibited fishing gear and not to conduct fishing activities in incorrect zones or outside permitted fishing methods.

In addition, the self-management groups coordinate with fishermen in the area to unload seafood at ports in compliance with regulations; comply with inspections, monitoring of catch volumes, and traceability requirements; and promptly inform competent authorities when detecting unusual signs or incidents occurring at sea.

According to the People’s Committee of Loc Ha Commune, at the launch conference, the self-management groups signed a commitment to strictly comply with regulations on preventing and combating IUU fishing. On this occasion, representatives attending the program also presented life jackets and national flags to local fishermen.

Along with the establishment of the self-management groups, Loc Ha Commune has also set up a Steering Committee for combating IUU fishing and a communication team on IUU prevention, tasked with organizing outreach activities, providing guidance, and monitoring the implementation of regulations related to fishing activities.

Tran Phi Long, Vice Chairman of the Loc Ha Commune People’s Committee, said the locality currently has more than 300 vessels with thousands of laborers operating at sea, with an average annual catch of about 4,600-5,000 tons of seafood.
