“Quang Trung Campaign”: A Victory of Party Will and People's Heart

The Government Office issued Notice No. 36/TB-VPCP dated January 20, conveying the conclusions of Prime Minister Pham Minh Chinh at the conference reviewing the “Quang Trung Campaign” - a rapid campaign to rebuild and repair houses for households affected by natural disasters and floods in central Vietnam. The campaign’s implementation demonstrated the strength of decisive direction from the central level, the synchronized engagement of the entire political system, and the unity and concerted efforts of the whole population, creating a “victory” imbued with strong humanitarian values and profound political and social significance.

Swift action, swift results

Earlier, on January 16, the Prime Minister personally chaired the review conference at the Government Headquarters. According to reports at the conference, in 2025, natural disasters, storms, floods and landslides occurred in rapid succession nationwide, causing particularly serious losses of life and property. Central Vietnam was the hardest-hit region, experiencing “storms upon storms, floods upon floods” during October and November. Typhoon No. 13 and prolonged flooding alone resulted in 220 deaths and missing persons, 338 injuries, tens of thousands of houses collapsed or damaged, disrupted production and business, upheaval in people’s lives, and estimated economic losses of nearly 40 trillion VND.

On behalf of Party and State leaders and General Secretary To Lam, Prime Minister Pham Minh Chinh extended heartfelt condolences and sympathy to families suffering losses and damage caused by natural disasters and floods.

On November 29, 2025, at the “flood epicenter” of Hoa Thinh commune, Dak Lak province, the Prime Minister launched the “Quang Trung Campaign” with a “command from the heart,” setting the goal of repairing 34,759 damaged houses by December 31, 2025, and rebuilding 1,597 houses that had collapsed or been swept away by January 31, 2026, with the spirit that “everyone has a home, every family has Tet,” and “no one is left behind.”

The campaign was carried out with strong determination, great effort and decisive action, mobilizing the entire political system along with the participation of the people, businesses and various forces, especially the military, public security forces, and members of political and social organizations.

During the process, the Prime Minister regularly reported to General Secretary To Lam; issued eight official dispatches and directives; and chaired five regular meetings every Wednesday morning to address difficulties, requiring localities to report progress weekly. Deputy Prime Ministers were assigned to directly inspect and urge implementation; trillions of VND and 26,000 tons of rice were mobilized to support disaster recovery.

The Ministry of National Defense mobilized more than 300,000 personnel, militia and self-defense forces, along with over 10,500 vehicles, directly building 619 new houses and repairing thousands of others, while also providing essential supplies to residents. The Ministry of Public Security mobilized more than 126,000 personnel, leading the construction of 419 new houses to replace those that collapsed and repairing many damaged houses. The Ministry of Agriculture and Environment guided localities on land procedures for resettlement and mobilized nearly USD 11.5 million in international aid.

The Vietnam Fatherland Front Central Committee and socio-political organizations played their role in community connection, mobilizing and allocating more than 450 billion VND for the campaign, along with 512 billion VND to support people in restoring production and stabilizing their lives. Party committees and local authorities at all levels directly engaged with urgency, working “three shifts, four teams,” “day and night, through holidays and Tet,” with the resolve to “focus on action, not retreat,” determined to achieve the set goals.

After more than 1.5 months of implementation under unfavorable weather conditions, shortages of materials, labor and land, the “Quang Trung Campaign” finished two weeks ahead of schedule: all 34,759 damaged houses were repaired before December 31, 2025; and 1,597 collapsed or swept-away houses were completed before January 15, 2026, helping people stabilize their lives early, prepare for Tet, and welcome the 14th National Party Congress.

On behalf of Party and State leaders, General Secretary To Lam and the Prime Minister commended eight localities (Quang Tri, Hue, Da Nang, Quang Ngai, Gia Lai, Dak Lak, Khanh Hoa, Lam Dong), along with forces, organizations, businesses and individuals who joined efforts to secure the campaign’s complete success.

Accelerating completion and handover of houses to residents

The “Quang Trung Campaign” stands as vivid evidence of the Party and State’s centralized, unified and decisive leadership and direction, clearly reflecting the principle of “the people as the foundation,” placing people’s lives, housing and happiness above all else.

The campaign carries strong humanitarian values, not only rebuilding homes but also stabilizing people’s morale and laying a foundation for secure and sustainable livelihoods. Each new house is a symbol of revival, built not only with materials but also with compassion, solidarity, mutual support, and the spirit of national unity.

Through the campaign, many valuable lessons have been drawn regarding close leadership by Party committees and authorities; harnessing the strength of great national unity; the core role of the military and public security forces in disaster prevention and response; and the importance of communication in building social consensus and mobilizing resources.

The Prime Minister requested localities to urgently complete and hand over houses to residents, study the installation of standardized plaques reading “House built from the Quang Trung Campaign 2025,” continue addressing environmental and essential infrastructure issues, support livelihoods and production recovery, ensure transparent and targeted allocation of assistance, and take care of people’s lives, especially during the Lunar New Year, absolutely ensuring that no one lacks food, clothing or attention.

The Ministry of Agriculture and Environment is tasked with compiling recommendations from localities and reporting to the Government in January 2026. The Vietnam Fatherland Front Central Committee will continue to closely supervise assistance for disaster-affected residents.

The “Quang Trung Campaign” provides valuable experience in leadership, governance and mobilizing the strength of the whole society, which can be summarized and replicated as an effective model for disaster prevention, response and recovery in emergency situations.
