Rebuilding Homes in Storm-hit Areas to be Completed Before January 15, 2026

Along with repairing and rebuilding houses, Prime Minister Pham Minh Chinh requested support to ensure the provision of essential services and basic necessities for households whose homes were collapsed, damaged, or swept away by floods.

The Government Office has issued Notice No. 14/TB-VPCP on the conclusions of Prime Minister Pham Minh Chinh at a meeting reviewing the progress of the rapid “Quang Trung Campaign” to rebuild and repair houses for households affected by recent storms and floods.

On January 7, 2026, at the Government Headquarters, Prime Minister Pham Minh Chinh chaired a meeting on the implementation of the rapid “Quang Trung Campaign” to rebuild and repair houses for households suffering damage after recent storms and floods.

Attending the meeting were Deputy Prime Minister Tran Hong Ha; leaders of ministries and ministerial-level agencies including Agriculture and Environment, National Defense, Public Security, Construction, Finance, Culture, Sports and Tourism, the State Bank of Vietnam, the Government Inspectorate, and the Government Office; and leaders and representatives of agencies such as the Viet Nam Fatherland Front Central Committee, the Ho Chi Minh Communist Youth Union Central Committee, the Vietnam News Agency, the Voice of Vietnam, Vietnam Television, and groups including Vietnam Electricity (EVN), Vietnam National Industry and Energy Group (PVN), Vietnam Posts and Telecommunications Group (VNPT), and Military Industry and Telecommunications Group (Viettel). At local bridge points were Party Secretaries and Chairpersons of the People’s Committees of eight provinces and cities from Quang Tri to Lam Dong. After hearing a consolidated report from the Ministry of Agriculture and Environment on the implementation of the “Quang Trung Campaign” and opinions from ministries, sectors, and localities, the Prime Minister concluded as follows:

According to the consolidated report of the Ministry of Agriculture and Environment, to date, repairs have been completed for 34,759 damaged houses, reaching 100 percent; 1,046 houses have been rebuilt out of a total of 1,597 houses that collapsed or were swept away by floods, reaching 65.5 percent; construction is continuing on the remaining 551 houses, striving for completion before January 15, 2026 in accordance with the plan.

The Prime Minister commended the strong sense of responsibility of the ministries of Agriculture and Environment, National Defense, Public Security, the Viet Nam Fatherland Front Central Committee, relevant ministries and sectors, especially Party committees and authorities of the eight provinces and cities in the region, for their active and proactive leadership, direction, inspection, urging, and decisive, timely, and effective implementation of the “Quang Trung Campaign,” contributing to the early stabilization of housing and bringing joy to the people.

Regarding tasks in the coming period, the Prime Minister requested that ministries, sectors, localities, and forces continue to uphold the spirit of “rapid, even more rapid action” and “seizing momentum to advance,” with determination to complete the “Quang Trung Campaign” as planned, finishing the rebuilding of houses for the people before January 15, 2026, ensuring that everyone has a home and can share the joyful and uplifting atmosphere of following the 14th National Party Congress.

Specifically, the Prime Minister requested that Party Secretaries and Chairpersons of the People’s Committees of the eight provinces and cities continue to focus on leadership and direction, mobilizing the entire local political system; concentrate maximum forces, especially the military, public security, grassroots security forces, and socio-political organizations such as youth, women, and veterans’ associations, to join hands in supporting the people in rebuilding houses, cleaning up, and addressing environmental sanitation, with the spirit of “three shifts, four crews,” “overcoming sun and rain, not yielding to the weather,” “working day and night, including rest days,” “quick meals, urgent rest,” to complete the “Quang Trung Campaign” on schedule, all for the joy and happiness of the people.

At the same time as repairing and rebuilding houses, immediate support must be deployed to ensure the provision of essential services such as electricity, water, and telecommunications signals for the people; environmental sanitation and disease prevention; and traffic assurance. Reviews should be organized to promptly support equipment and essential household items such as televisions and refrigerators for disadvantaged households unable to re-equip themselves, especially families whose houses collapsed or were swept away by floods, so that all people can enjoy a joyful and uplifting atmosphere, follow the 14th National Party Congress, benefit from the achievements brought by the Party and the State, and welcome a warm, joyful, and healthy Lunar New Year.

The Ministry of National Defense, the Ministry of Public Security, and the Ho Chi Minh Communist Youth Union Central Committee will continue to closely coordinate with localities to promptly coordinate and mobilize maximum forces to support the people in completing house rebuilding and environmental sanitation as requested by localities.

The Ministry of Agriculture and Environment will take the lead, in coordination with the ministries of National Defense and Public Security, the Government Office, Vietnam Television, and relevant ministries, sectors, localities, and agencies, to urgently prepare for the organization of a conference to review the “Quang Trung Campaign” immediately after its completion, expected on January 15 or 16, 2026.

Vietnam Television is assigned to take the lead, in coordination with the ministries of National Defense, Public Security, Agriculture and Environment, and relevant ministries, sectors, localities, and agencies, to urgently produce a documentary on the implementation of the “Quang Trung Campaign,” and proactively coordinate with relevant agencies to carry out effective communication before, during, and after the campaign review.

The Ministry of Home Affairs is assigned to take the lead, in coordination with the Ministry of Agriculture and Environment, the Ministry of National Defense, the Ministry of Public Security, the Government Office, and the Viet Nam Fatherland Front Central Committee, to urgently review, consolidate, and propose appropriate forms of commendation for organizations, collectives, and individuals with outstanding achievements and significant contributions to the implementation of the “Quang Trung Campaign,” and submit them to competent authorities on January 11, 2026.

The ministries of Agriculture and Environment, National Defense, Public Security, Finance, the Viet Nam Fatherland Front Central Committee, the Ho Chi Minh Communist Youth Union Central Committee, relevant agencies, and the eight localities from Quang Tri to Lam Dong are requested to urgently review and proactively decide on commendations within their authority or propose commendations to competent authorities, submitting them to the Ministry of Home Affairs no later than January 10, 2026 for consolidation and submission.

The Prime Minister respectfully requested the Viet Nam Fatherland Front Central Committee to take the lead, in coordination with localities and relevant agencies, in considering and balancing voluntary public contributions to implement a support plan of 5 million VND per household for households with houses damaged by natural disasters and storms requiring repair in eight central provinces and cities (Quang Tri, Hue, Da Nang, Quang Ngai, Gia Lai, Dak Lak, Khanh Hoa, Lam Dong), and 10 million VND per household for households whose houses collapsed or were swept away by natural disasters and storms nationwide from early 2025 to the present, so that people have resources to quickly restore production and purchase essential items and equipment. The Fatherland Front is requested to closely coordinate with Party committees, authorities, and provincial and municipal Fatherland Front committees to supervise and inspect the implementation, ensuring public, transparent, and correct targeting of support, and preventing embezzlement, corruption, waste, and negative practices.

The Prime Minister also requested Chairpersons of the People’s Committees of provinces and cities nationwide to direct thorough reviews to fully and accurately identify households severely affected by storms, floods, inundation, and landslides from early 2025 to the present, and to proactively balance local resources or mobilize other lawful resources to provide support similar to that for the eight provinces mentioned above, enabling people to quickly restore production and purchase essential household items and equipment, especially televisions and refrigerators.
