A meeting between Vietnamese citizens and South Korean citizens has been held to discuss working arrangements with Vietnamese workers in Korea and vice versa, according to the Molisa government website.

Ambassador Park Noh Wan said that there were currently many Vietnamese employees coming to Korea to work under a term contract, with many South Korean citizens also heading to Vietnam to work.

The ambassador said he hoped that the Ministry of Labour, Invalids and Social Affairs would have specific directions and instructions on sending Vietnamese workers to seasonal jobs in Korea, and consider signing the Vietnam-South Korea Agreement on Working Holidays to contribute to cultural exchange and building a sustainable foundation between Vietnam and South Korea.

On the 30th anniversary of diplomatic relations establishment between Vietnam and Korea, the ambassador said he wished that in the near future the two countries would carry out practical activities such as signing the MOU extension on labor and employment cooperation between South Korea and Vietnam or signing an agreement on social insurance.

At the meeting, Deputy Minister Le Van Thanh said that Korea was one of Vietnam's closest partners. Diplomatic activities between the two countries have seen achievements in many areas, such as politics, economy, culture and society.

Deputy Minister Le Van Thanh thanked South Korea's interest in the fields of labor and employment in Vietnam. He affirmed that the pandemic had severely affected transportation between the two countries, however, it would not affect the good relations between the two countries..

Thanh said he highly appreciated that South Korea had doubled its EPS quota for Vietnamese workers. He said hoped that in the coming time when the Covid-19 pandemic would be well-controlled, the Ministry of Labor, War Invalids, and Social Affairs would direct relevant units to send Vietnamese employees to work in Korea. Speaking for many expatriates working in Vietnam, the deputy minister stated that this was an important issue concern by many enterprises.

The deputy minister said that regulations on foreign workers in Vietnam were prescribed in the 2019 Labor Code and Decree 152/2020/NĐ-CP on foreign workers in Vietnam and the recruitment, management of Vietnamese working for foreign organizations and individuals in Vietnam.

He affirmed that this was a common rule for all foreign businesses working in Vietnam, including Korea. The deputy minister suggested that if RoK had any problems when applying for a license for South Korean experts, they should send the dossier to the ministry. The ministry would then research, classify and license qualified professionals. For experts who are not eligible for licenses, South Korea has to clarify the need for those experts,and then send the lists of experts to the ministry, which would submit files to higher-level agencies.

Regarding the RoK Ambassador's concern over the Vietnam - South Korea Agreement on Social Insurance and Working Holiday, Deputy Minister Le Van Thanh said that the Agreement on Social Insurance discussion was coming to a final stage. In the coming time, Vietnam plans to amend the Law on Social Insurance, so the purpose of designing the Agreement on Social Insurance and the Law on Social Insurance will be amended to suit each other and to suit the upcoming MOU. The Ministry of Labor, Invalids and Social Affairs will soon report to the prime minister to have an answer for South Korea.

It is known that the Covid-19 pandemic, has prevented the reception of foreign workers into Korea and created blockages for workers whose contracts have expired to return to their homeland. Therefore, on April 13, 2021, South Korea's Ministry of Employment and Labor announced the implementation of a one-year extension policy for foreign workers working under the EPS Program (also known as E9 employees). This policy is one of the amendments to the law relating to foreign worker recruitment in Korea.

This new policy allows E9 employees (including 3-year and 4-year-and-10-month contracts) whose working term ends from April 13, 2021 to Dec. 31, 2021 to have their contracts extended for 1 more year (instead of 50 days as before). In addition, E9 employees who already have their contracts extended for 50 days are also subject to this policy if their 50 extension days end between April 13, 2021 and Dec. 31, 2021. E9 employees who are mentioned above will automatically have their residence period extended on South Korea's government management system.
