Vietnam 13th Party Congress preparatory session starts

Prior to the session, delegates paid tribute to President Ho Chi Minh at his mausoleum. Members of the Politburo and the Party Central Committee’s Secretariat as well as head delegates then laid flowers and offered incense to martyrs at the Monument for Heroic Martyrs.

The congress is attended by 1,587 delegates representing 5.1 million Party members from around the country. The number of delegates represents an increase of nearly 80 delegates against the 12th Congress and the highest number among the 13 congresses. Among the delegates, 13.99 percent are women, and 11.03 percent are ethnic minorities, VOV reported.

The preparatory meeting is designed to finalize necessary preparations for the opening ceremony of the 13th Congress, set to transpire on the morning of January 26.

The 13th National Party Congress is held at a time when the Party, people and army have successfully implemented many guidelines, objectives and tasks set out in the Resolution of the 12th Party Congress.

The content and working agenda of the 13th Congress will focus on reviewing the implementation of the 12th Congress’s Resolution in association with the assessment of the 35-year renewal, 30 years implementing the 1991 Platform, 10 years implementing the 2011 Platform (amended) and the 2011-2020 socio-economic development strategy, while outlining the socio-economic development orientations and tasks for 2021 - 2025, as well as the goals and orientations for 2030 and the national development vision to 2045. This Congress will also review the Party building work and the leadership of the 12th Party Central Committee, and elect a new Party Central Committee for the 13th tenure.

The congress's political report touches upon strengthening Party building and rectification towards building a clean and strong political and reinforcing great national solidarity.

The report also underscores the need to continue to promote comprehensively and synchronously the process of renewal, and national construction and protection with a view to maintaining a peaceful and stable environment while striving to develop Vietnam into a socialist oriented developed nation in the middle of the 21st century.

A Presidium of the congress was elected with the involvement of 17 members, including 16 Politburo members and Tran Thanh Man, Secretary of the Party Central Committee and President of the Vietnam Fatherland Front Central Committee, along with a five-member Secretary Group and a 13-member board for delegate status verification.

Delegates adopted a report verifying the status of delegates to the 13th National Party Congress, which showed that all the 1,587 delegates are eligible.

Thousands of traffic police officers were deployed across Hanoi since early January 25 morning to regulate traffic and ensure security for delegates attending the 13th Party Congress.

Hanoi has imposed traffic restrictions on 20 downtown streets from January 24 to February 2 as a security measure for the National Party Congress, VnExpress said.

From 6 a.m. to 9 a.m. on January 24, trucks with a capacity of 500 kilograms or above and mini buses with 24 seats or above have been be banned on the following streets: Pham Hung, Do Duc Duc, Khuat Duy Tien, Tran Duy Hung, Nguyen Chi Thanh, Dao Tan, Kim Ma, Lieu Giai, Van Phuc, Nguyen Thai Hoc, Tran Phu, Hung Vuong, Chu Van An, Hoang Dieu, Doc Lap, Le Hong Phong, Hoang Van Thu, Nguyen Tri Phuong, Dien Bien Phu, Nguyen Quyen, Tran Binh Trong, Tran Hung Dao and Thang Long Boulevard.

They are also not allowed on these streets from 6:30 a.m. to 8:30 a.m., 10:30 a.m. to 14 p.m. and from 4 p.m. to 6:30 p.m. from January 25 until the end of February 2.

From 6:30 a.m. to 8:30 a.m. on January 25, when the Congress officially opens, the vehicles have been restricted on these additional streets: Dang Thai Mai, Xuan Dieu, Au Co, Nghi Tam, Yen Phu, Thanh Nien, Hung Vuong, Hoang Van Thu, Doc Lap and Dien Bien Phu./.
