Vietnam and Cuba Strengthen Ties in Publishing and Promoting Reading Culture

On April 14, 2025, in Hanoi, the Vietnam Educational Publishing House and the Ministry of Higher Education of Cuba officially signed a cooperation agreement. This important milestone is to promote publishing, printing and the development of reading culture marking a new step in the strong friendship between the two countries.

The signing ceremony took place at the headquarters of the Vietnam Publishing House, with the participation of senior representatives of the two sides. The Vietnamese side is led by Nguyen Tien Thanh – Chairman of the Board of Members, General Director of the Vietnam Publishing House; alongside with key leaders in the Board of Members, the Editor-in-Chief and professional departments.

The Cuban Ministry of Higher Education delegation included Reynaldo Velázquez Zaldívar - Deputy Minister and Iliana Martinez - Director of the Department of International Cooperation.

Also, there are Rogelio Polanco Fuentes - Ambassador Extraordinary and Plenipotentiary of the Republic of Cuba to Vietnam and Maylem Rivero Silva - Counsellor of the Ambassador in charge of the Office of Economy and Trade.

The signing ceremony between the publishing house and the Ministry of Higher Education of Cuba aims to mark the commitment to promote and strengthen cooperation in the field of publishing, book printing, and development of reading culture based on the principles of equality and mutual benefit; to develop comprehensive cooperation and further strengthening the strong friendship between the two countries.

There will be relevant exchange information and share experiences in areas of mutual interest; advising a team of experts and technicians of higher education publishers in Cuba and Vietnam. Also, the agreement is to develop and implement cooperation programs and projects; participate in conferences, seminars, forums, and events organized by each party; edit and print publications with appropriate content.

The 2026 Universidad International Congress – a major academic event organized by the Cuban Ministry of Higher Education, gathering many international partners, said the Cuban representative, Within the framework of the 2026 Universidad International Congress, the Ministry of Higher Education of Cuba extended their invitation to the Vietnam Publishing House to participate as a book exhibitor. At the request of the Cuban side, the publishing house will organize the editing and printing of two books to celebrate the 50th anniversary of the establishment of the Cuban Ministry of Higher Education and the 100th anniversary of the birth of the great leader of the Cuban Revolution, Fidel Castro Ruz. The books will be published in two languages: Spanish and Vietnamese.

Cuba's Deputy Minister of Higher Education Reynaldo Velázquez Zaldívar, highly appreciated the capacity and potential of cooperation with the Vietnamese Higher Education Publishing House, especially in the context that the Cuban university system with 50 institutions and 250,000 students is facing difficulties in printing educational books due to the impact of the economic crisis.

"This cooperation will support Cuba to continue to maintain the quality of education during this difficult time," he stressed.
