Vietnam Makes Meaningful Contributions at 59th Session of the UN Human Rights Council
According to the Vietnam News Agency, the session comprised five thematic panel discussions, dialogues with 35 UN special procedures and human rights mechanisms, as well as numerous consultations on draft resolutions. At the conclusion of the session, the UNHRC adopted 26 resolutions and decisions, appointed two experts under the Special Procedures mechanism, and approved the Fourth Cycle Universal Periodic Review (UPR) reports of 14 countries. Notably, the Council adopted by consensus two resolutions co-initiated and co-drafted by Vietnam.

The first resolution, concerning climate change and human rights, focused on the theme of climate finance and was co-sponsored by over 63 countries. This outcome was the result of extensive advocacy and consultations led by the Bangladesh delegation, in collaboration with Vietnam and the Philippines, three countries that have played a leading role in promoting this annual resolution since 2008. This year’s resolution reaffirmed the strong interlinkage between the impacts of climate change and the enjoyment of human rights, while emphasizing the need to ensure fair, effective, and meaningful climate finance for countries most severely affected. Vietnam’s active involvement in this resolution reflects its strong commitment to protecting human rights in the context of climate change and underscores its proactive, responsible foreign policy.
The second resolution, on enhancing international cooperation to protect and empower children in cyberspace, was co-sponsored by over 87 countries. This resolution resulted from an advocacy process led by the Saudi Arabian delegation in coordination with Vietnam, Algeria, Azerbaijan, Kuwait, and Pakistan. It reflects the growing international concern about the challenges children face in the digital environment and reaffirms Vietnam’s role in promoting emerging and cross-border human rights issues. Notably, the resolution reiterates the importance of the UN Convention on Cybercrime, which is expected to be signed in Hanoi in October 2025.
Within the framework of the session, the Vietnamese delegation delivered statements at numerous discussions on key issues such as combating human trafficking, eradicating extreme poverty, access to clean water and sanitation, business and human rights, among others. Vietnam also actively participated in the adoption of UPR reports of various countries and contributed to drafting the joint ASEAN statement on just transition in the context of climate change.
In addition to its involvement in formal proceedings, Vietnam organized cultural diplomacy events and thematic seminars to promote the country’s image and foster international cooperation. The photo exhibition titled “Vietnam: Identity, Humanity, and Integration”, held from June 30 to July 8 at the UN headquarters in Geneva, drew considerable interest from international friends. The exhibition featured vivid images showcasing Vietnam’s socio-economic achievements, its policies to ensure human rights, and its rich cultural heritage.

Vietnam also hosted a side event titled “Transforming food systems to adapt to climate change and ensure the right to food,” co-sponsored by Bangladesh, the Netherlands, and Mexico, and attended by over 50 international delegations. The event reaffirmed Vietnam’s leadership in advancing the right to food, one of the fundamental rights increasingly impacted by climate change.
The 59th session of the UN Human Rights Council once again affirmed Vietnam’s proactive, constructive, and responsible role as a member of the Council for the 2023-2025 term. Vietnam’s substantive contributions and initiatives not only reflected its consistent and humane policies in promoting and protecting human rights but also laid a crucial foundation for its preparation to seek re-election to the Council for the 2026-2028 term.
With a spirit of dialogue, cooperation, and responsibility, Vietnam is increasingly asserting its position as an active member of the global multilateral system, ready to contribute to peace, justice, and sustainable development worldwide.
