In recent years, Vietnam has built and improved its legal framework on fisheries to ensure effectiveness and efficiency, while implementing various measures to prevent and combat IUU activities, resolutely handle violations in a strict, transparent, and public manner.
Recently, Prime Minister Pham Minh Chinh signed and promulgated the “Action Plan for the Peak Month on Combating Illegal, Unreported, and Unregulated Fishing and Promoting the Sustainable Development of Vietnam’s Fisheries Sector.” Vietnamese authorities and localities have been, and will continue to, manage, educate, and conduct regular communication activities, implementing specific measures to ensure fishermen comply with Vietnamese law and respect the maritime zones of other countries established in accordance with the 1982 United Nations Convention on the Law of the Sea (UNCLOS) and other relevant international conventions and agreements to which Vietnam is a signatory or member.

As an active, proactive, and responsible member of the international community, Vietnam has always been ready to strengthen cooperation and share experience with countries in the region and the international community in combating illegal, unreported, and unregulated (IUU) fishing, while promoting effective and sustainable fisheries management in accordance with international law.
In response to a reporter’s question regarding Vietnam’s reaction to certain concerns that the country could become a “hotspot” for online scams, Spokesperson of the Ministry of Foreign Affairs of Vietnam Pham Thu Hang stressed:
“We do not comment on speculative questions. In recent times, amid the increasingly complex developments of online scams and cybercrimes, Vietnam has been improving its legal framework for telecommunications management and cybersecurity to provide effective tools for preventing violations in cyberspace, with the aim of creating a safe and transparent online environment for the people.”
Vietnam has clearly demonstrated its joint action with the United Nations and member states in combating the growing threat of cybercrime in recent times, notably through the Signing Ceremony of the Hanoi Convention and related high-level conferences. Both Vietnamese and international media have covered and commended Vietnam’s proactive, pioneering, and committed approach to international cooperation in this area.
At the same time, the Ministry of Foreign Affairs, in coordination with other ministries, agencies, and competent authorities of Vietnam, has been actively engaging with partner countries to establish cooperation mechanisms that enhance the effectiveness of citizen protection efforts and strengthen the fight against organized and high-tech crimes abroad. The Ministry of Foreign Affairs has instructed Vietnamese representative missions overseas to closely monitor the situation, prepare necessary response plans, and coordinate closely with relevant agencies both at home and in host countries to promptly implement citizen protection measures when required.
