Vietnam-Russia Friendship Association to Consolidate Local Chapters Following Administrative Merger

According to the Vietnam News Agency (VNA), these priorities were outlined at the 18th National Coordination Conference of the Vietnam-Russia Friendship Association, held in Ninh Binh Province on July 18. The event brought together leaders of the central Association, representatives of the Vietnam Union of Friendship Organizations (VUFO), leaders of Vietnam-Russia friendship associations from 24 provinces and cities, and representatives of 19 chapters associated with the central Association.
A current key priority is to promptly reorganize local chapters, consolidate their leadership, and develop action plans suited to the newly merged provincial and municipal administrations. This has been identified as one of the Association's principal tasks for the second half of the year.

Local associations in merged provinces will work closely with the central Vietnam-Russia Friendship Association to implement 2026 activities under the 2025-2030 Cooperation Agreement with the Russia-Vietnam Friendship Association, while also preparing their work plans for 2027. Exchanges of friendship and experience-sharing among local associations and affiliated chapters will be coordinated through the central association.
Another major focus is to strengthen exchanges between the younger generations of the two countries, creating opportunities for young people to actively preserve and promote the Vietnam-Russia traditional friendship. President of the Vietnam-Russia Friendship Association Phan Chi Hieu also called on all levels of the Association to take a more proactive approach in renewing and improving the effectiveness of their activities.
During the remaining months of the year, the Association will organize the judging and award ceremony for the international photo contest "Life at Vietnam-Russia friendship projects". It will also step up exchanges and experience-sharing among local associations and affiliated chapters to further promote the image of the Vietnam-Russia Friendship Association and Vietnam-Russia foreign affairs.
According to a report presented at the conference and cited by Ninh Binh Newspaper and Radio-Television, the Association maintained people-to-people exchange activities, delegation visits, and cooperation in the fields of economy, culture, education and external communications during the first six months of 2026. Connections between Association members and the Embassy of the Russian Federation in Vietnam as well as the Russian Centre of Science and Culture in Hanoi remained active, while regular coordination between the central Association and local chapters was maintained. Local Vietnam-Russia friendship associations also made initial progress in consolidating their organizational structures following the administrative merger.
At the conference, the Vietnam-Russia Friendship Association officially handed over hosting rights for the 19th National Coordination Conference in 2027 to the Cao Bang Vietnam-Russia Friendship Association.
