The event draws the participation of more than 50 educational institutions and schools.

The program was organized by the Vietnam Economic and Cultural Office in Taipei, Taiwan (China), in coordination with Northern Taiwan's Investment Promotion Agency under the Ministry of Planning and Investment. It attracted the participation of five Taiwanese universities introducing scholarships for September 2021 including Minghsin University of Science and Technology, Chihlee University of Technology, Lunghwa University of Science and Technology, National Chin-Yi University of Technology and Chia Nan University of Pharmacy and Science.

Addressing the opening remarks, Ngo Pham Tran, president of the Taiwan-Vietnam Economic, Cultural and Educational Development Association thanked the Vietnam Economic and Cultural Office in Taipei and Taiwanese Legislative Yuan for supporting the association in promoting the cooperation of the New Southbound Policy.

As of 2020, nearly 18,000 Vietnamese students have attended the training program “study and practice at enterprises” in Taiwan. 70% of graduates have already got jobs in the country, 15% have studied master's degree and 10% are expected to return to Vietnam to work. To assist graduates to seek jobs and Taiwanese electronic corporations keen on investing in Vietnam, the association, in coordination with Taiwan Electrical and Electronic Manufacturers' Association to organize an online job fair, giving graduates the opportunities to interview with leading Taiwanese electronic giants.

Nguyen Anh Dung, chairman of the Vietnam Economic and Cultural Office in Taipei said that the high-quality human resource training program under the New Southbound Policy had opened up many opportunities for Vietnamese students as they could work while studying.

However, educational institutions in Vietnam need to tell students that this is the training program for high-quality human resources, not for laborers exported to Taiwan, Dung said.

He also asked Taiwanese universities to focus on the quality of training to meet the needs of high-quality human resources at Taiwanese firms interested in investing in Vietnam.

Member of the Taiwanese Legislative Yuan Chung Chia-pin emphasized two key issues in the educational cooperation on high-quality human resource training between Vietnam and Taiwan. Firstly, the Taiwanese Ministry of Education has shifted to the distancing training for foreign students who cannot enter Taiwan due to the complex Covid-19 development.

Secondly, well-trained Vietnamese human resources in Taiwanese will help to stregthen the trade and investment collaboration between Vietnam and Taiwan.

Nguyen Thi Quynh Nga, director of Northern Taiwan's Investment Promotion Agency under the Ministry of Planning and Investment, said amid the complicated Covid-19 development, Vietnam had taken many measures to protect the health and lives of the people while maintaining the production and business activities. In the first six months of 2021, Vietnam lured US$ 9.55 billion in newly registered investment capital, up 3.2% over the same period last year and US$ 4.12 billion in expanded registered investment capital, up 10.6% over the same period, proving that foreign visitors have been keen on investing in the country, she said.

Nga envisions human resources as a huge benefit for that nation. “Vietnam cannot continue to compete based on the advantage of cheap labor, but it needs to prioritize investing in environmentally-friendly high-tech fields. High-quality human resources are considered as a determining factor for socio-economic development.”
