Vietnam, UK Exchange Experience in Digital Tax Platform and AI Application

As part of a working visit to the United Kingdom, a delegation from Vietnam's Tax Department held working sessions with His Majesty's Revenue and Customs (HMRC) and SAP to exchange experience in digital transformation, data governance and the application of artificial intelligence (AI) in tax administration, serving the development of Vietnam's digital tax governance platform.

During its meeting with HMRC in the United Kingdom, the delegation examined AI applications in tax administration, alongside the agency's experience in developing technology human resources, attracting and utilizing IT talent, providing digital skills training, establishing a digital academy, and promoting AI in tax administration.

The delegation also focused on digital transformation models implemented in the United Kingdom, ranging from the digitalization of the entire tax administration process and real-time data governance to the development of an overall technology architecture, an API ecosystem, and the application of AI in tax administration.

HMRC representatives shared experience in implementing digital transformation through phased roadmaps, managing organizational change following tax policy adjustments, developing new tax administration systems, and automating operational processes to improve efficiency while minimizing the use of paper records.

A key topic of interest for the Vietnamese delegation was HMRC's data governance model. The two sides exchanged views on data architecture, data warehouse models, real-time data updating methods, data cleansing processes, data governance structures, and experience in leveraging data for risk analysis and decision-making in tax administration.

The delegation also held extensive discussions with HMRC experts on overall technology architecture, strategies for modernizing information technology systems, roadmaps for replacing legacy systems, and the development of shared platforms to facilitate data connectivity and information sharing between tax authorities and external agencies and organizations.

Regarding artificial intelligence, the two sides focused on AI development strategies, governance mechanisms, risk control, the scope of AI-assisted operations, limitations on automated decision-making, as well as data security, cybersecurity and legal requirements for AI deployment in tax administration.

At the conclusion of the meeting, Deputy Director General of the Tax Department Mai Son thanked HMRC for sharing practical experience and proposed that the two agencies continue technical exchanges following the working visit, particularly in system architecture, data governance, API development and AI applications in tax administration.

During the visit, the delegation also met with SAP to study tax solutions, data platforms and AI technologies. SAP experts introduced the company's strategy for public-sector solutions, orientations for building modern tax administration systems, and implementation experience with tax authorities worldwide. The two sides discussed roadmaps for developing next-generation tax administration systems, as well as prerequisites regarding data, processes, human resources and legal frameworks for large-scale digital transformation projects.

The delegation also explored enterprise AI models and recommendations for AI applications in Vietnam's tax sector. Discussions focused on AI's potential in data analysis, risk detection, dossier processing support, improving tax debt management, reducing operating costs, and building data platforms capable of supporting future AI deployment.

SAP also demonstrated tax administration models, introduced AI application scenarios for tax operations, and shared key criteria for piloting AI solutions in Vietnam, covering data requirements, application scope and mechanisms for evaluating the effectiveness of individual operational use cases.

On behalf of the delegation, Deputy Director General of the Tax Department Mai Son thanked HMRC and SAP for sharing valuable experience in developing digital tax platforms, data governance and AI applications in tax administration.
