Stepping Up Practical Measures To Lift IUU “Yellow Card” through Fisheries Digitalization

According to reports presented at the meeting, over the past nearly two months, the Government, the Prime Minister, ministries, sectors, and coastal localities have maintained a high level of focus in implementing a peak month campaign against IUU fishing, with the goal of “resolutely declaring war on IUU fishing and striving to have the European Commission (EC) lift the yellow card imposed on Vietnam’s fisheries sector in 2025.”

The Ministry of Agriculture and Environment reported that the management of fishing vessels and the monitoring of fishing activities continue to be carried out strictly, particularly for vessels that do not meet the conditions to operate at sea. To date, 100% of fishing vessels (79,360 vessels) have been registered and updated in the national fisheries database, VNFishbase. The handling of legal violations related to IUU fishing has also recorded many positive developments.

Speaking at the meeting, Prime Minister Pham Minh Chinh requested ministries, sectors, and localities to pursue a dual objective: on the one hand, to explain and put an end to IUU fishing in line with the recommendations of the European Commission (EC); on the other hand, to restructure the fisheries sector toward sustainable, lawful, and legitimate development.

The Prime Minister emphasized the restructuring of the fishing fleet and workforce toward the principle that “fishing must be legal,” while significantly expanding aquaculture and seafood processing; promoting cooperation with neighboring countries in fishing and processing activities; and gradually reducing offshore fishing due to its high risks.

The Prime Minister assigned the Ministry of National Defense to continue maintaining patrols and controls in adjacent maritime areas; tighten control over fishing vessels departing from and entering ports; and strictly handle vessels that do not meet operational requirements. The Ministry of National Defense was also tasked with guiding vessel owners and captains to fully comply with declaration procedures when departing from and entering ports, and resolutely preventing vessels that are unregistered or fail to meet regulatory requirements from going to sea.
