At the event, Senior Lieutenant General Hoang Xuan Chien emphasized that program is a special event that took place shortly after the State visit to Vietnam by General Secretary and President of China Xi Jinping, on the occasion of the two countries' 75th anniversary of diplomatic relations and the Vietnam - China Humanitarian Exchange Year 2025.

This is an opportunity to strengthen friendship, solidarity, and promote substantive cooperation between border protection forces, local authorities, and people in the border areas. It also opens up cooperation and development opportunities for both sides. The activity also contributes to affirming the determination of both sides in joining hands to foster traditional friendship, continuing to deepen the Vietnam-China Comprehensive Strategic Cooperative Partnership.

The 9th Exchange introduced several new features, expanding both its scale and diversity of activities. Notably, for the first time, the Defense Ministers of the two countries observed an online report from their naval fleets on preparations for a joint patrol and issued orders to commence the mission. The Ministers also engaged in various collaborative activities within the program's framework, such as visiting border management and protection units of both nations, touring schools and presenting gifts to teachers and students, exploring the smart border gate model at Huu Nghi Quan Border Gate, visiting the Viettel Lang Son Logistics Center, and participating in friendship tree planting ceremonies.

Senior Lieutenant General Hoang Xuan Chien commended the proactive and collaborative efforts of the relevant agencies and units in the preparation and execution of the event. He emphasized that the success of the Exchange serves as a clear testament to the implementation of the high-level agreements reached between the two countries.

Regarding future orientations, Senior Lieutenant General Hoang Xuan Chien suggested continuing to maintain and promote border defense exchanges with China and other neighboring countries. He also requested to research to innovate the content and organization methods of such events to ensure improvement in vibrancy, substantiveness, and effectiveness.
