During the working session, the delegation directly examined the records, registration documents, statistics, and reports at the Kenh Dai Border Guard Control Station; the management, operation, and use of the “Fishing Vessel Management and Control” software developed by Viettel; the Vessel Monitoring System (VMS) software of the Directorate of Fisheries and Fisheries Surveillance; procedures for port entry and exit; the control of fishing vessels via the software system; as well as the handling of IUU violations in the assigned coastal border areas.
According to the An Giang Border Guard Command, from early 2024 to October 31, 2025, border control stations in the province processed procedures for over 16,000 vessel departures and 15,000 arrivals; denied departure clearance for 69 vessels due to incomplete documents or missing equipment as required; and recorded 474 cases of vessels losing connection to their monitoring devices.
Currently, the unit is managing 19 “three-no” fishing vessels (without registration, inspection certificates, or fishing licenses) and is working with local authorities to encourage vessel owners to complete their documentation and strictly comply with legal regulations in fishing activities.

In accordance with Directive No. 122/CĐ-TTg dated July 25, 2025, issued by the Prime Minister, and Plan No. 320/KH-BCHBP dated August 5, 2025, of the Provincial Border Guard Command, subordinate units have launched an intensive campaign on communication, patrol, inspection, and control to combat IUU fishing.
As part of this effort, three large-scale communication sessions were held with the participation of more than 440 fishermen; 40 smaller sessions reached 235 fishermen; over 400 leaflets were distributed and 195 posters were displayed; 30 portraits of President Ho Chi Minh and 75 national flags were presented to fishermen. Local and central press agencies also published eight news articles and reports to raise public awareness of IUU fishing prevention.
In patrol and inspection activities, the provincial Border Guard mobilized 38 teams comprising 216 officers and soldiers to inspect 62 fishing vessels with 224 fishermen, issuing warnings to seven minor violations. Additionally, eight joint patrols were conducted with the fisheries, fisheries surveillance, police, and local militia forces in the coastal areas under their management.
Currently, provincial border control stations are operating three integrated software systems for fishing vessel management and monitoring, including the Border Guard’s vessel management software, the Vessel Monitoring System (VMS), and the seafood traceability software of the Directorate of Fisheries. Officers directly in charge of these tasks regularly receive training to improve their proficiency in system operation and management.

In his concluding remarks, Major General Hoang Huu Chien acknowledged the proactive approach, responsibility, and positive results achieved by the An Giang Provincial Border Guard in preventing IUU fishing. He urged the force to continue close coordination with relevant sectors and local authorities, resolutely handle violations, and strengthen communication to ensure that fishermen fully understand and comply with legal regulations, thereby contributing to the country’s collective effort to have the European Commission’s “yellow card” on Vietnamese seafood soon lifted.
