This meeting was part of the Communist Party of Vietnam's working trip to Kazakhstan from November 13-16, led by Nguyen Xuan Thang, Politburo member, Chairman of the Central Theory Council, and President of the Ho Chi Minh National Academy of Politics (HCMA).

During the meeting, the Vice Chairman of the Bac Ninh People's Committee, Le Xuan Loi, and the Governor of the East Kazakhstan region, Yermek Kosherbayev, signed a memorandum of understanding to establish a twinning relationship between the two regions.

Earlier, during their stay in Astana, the Bac Ninh delegation participated in working sessions with representatives of Kazakhstan’s ruling party, Amanat. They also attended a workshop on bilateral relations commemorating the 65th anniversary of President Ho Chi Minh's visit to Kazakhstan (July 1959), which was held at the Kazakhstan Institute for Strategic Studies (KISI) under the President of Kazakhstan. The delegation presented the institute with a bronze bust of President Ho Chi Minh.
