Boarding Kindergarten Children Supported with VND360.000/Month

From May 1, children in boarding kindergartens (from 3 months to 3 years old) in disadvantaged areas will be supported with lunch money according to Decree No. 66/2025/ND-CP of the Government stipulating policies for children in kindergartens, students, and trainees in ethnic minority and mountainous areas, coastal and island areas, and educational institutions with children in kindergartens and students enjoying the policy. The support level is VND 360.000 per month, applied for a maximum of 9 months in a school year.
This is the first time that children in kindergartens have been included in the list of beneficiaries of the learning support policy from the state budget. The addition of this policy contributes to expanding access to preschool education in ethnic minority, mountainous, coastal, and island areas and ensuring fairness in accessing social welfare policies.

Previously, Decree 105/2020/ND-CP dated September 8, 2020 stipulates the policy for developing preschool education with a policy to support lunch for preschool children aged 3-6 at the rate of VND 160.000 per month. Thus, the support level under Decree 66 has doubled compared to the previous regulation, while expanding the beneficiaries.
In addition to lunch money, Decree 66/2025/ND-CP also stipulates support policies for preschool education facilities with children in semi-boarding kindergartens, including support money to buy paper, books, crayons, pencils, toys and other learning materials and supplies; blankets, mosquito nets and personal items for children in semi-boarding kindergartens with a budget of VND 1.350.000 per child in semi-boarding kindergartens/school year.
Preschools with children in boarding kindergartens are supported with electricity and water for the study and daily activities of children in boarding kindergartens at a rate of 5KW of electricity/month/child in boarding kindergartens and 1m³ of water/month/child in boarding kindergartens according to local regulations and are entitled to no more than 9 months/school year. In areas where there are no conditions to provide electricity and water services or there is a power and water outage, the school is allowed to use the funds to purchase lighting equipment and clean water for children.
In addition, preschools are supported with funds to manage the noon for groups of children in boarding kindergartens at a rate of VND 700.000 per month/group of children in boarding kindergartens and are entitled to no more than 9 months/school year.
