Border Guard High Command Inspects IUU Fishing Combat in Ho Chi Minh City

The inspection aimed to evaluate the current situation and results of efforts to combat IUU fishing; identify difficulties, obstacles, and shortcomings; and provide timely recommendations to the Border Guard Command for practical guidance to enhance effectiveness and efficiency. It also served as preparation for upcoming working sessions with the European Commission (EC) inspection team.

The delegation carried out checks at the City Border Guard Command, as well as border guard posts and checkpoints. The focus was on the dissemination and implementation of resolutions, directives, plans, and guidance from higher authorities on strengthening the fight against IUU fishing; handling violations; managing, inspecting, and controlling fishing vessels entering and leaving ports; overseeing vessels that do not meet operating conditions (“three no’s” vessels); and the operation and use of the VMS System, Fishing Vessel Management and Control software, and Traceability software.

Concluding the inspection, Colonel Tran Tuan Anh acknowledged the achievements while also highlighting shortcomings and limitations in the Ho Chi Minh City Border Guard’s efforts to combat IUU fishing. He urged the unit to address these issues seriously; continue to thoroughly implement directives, resolutions, and plans; proactively adjust and deploy forces and resources to strengthen patrols, inspections, and controls; and closely manage fishing vessels entering and leaving ports, particularly in islands, river mouths, estuaries, and coastal areas where many unregistered, unlicensed vessels without tracking devices are concentrated.

He further emphasized the need to intensify the handling of IUU violations, resolve outstanding cases definitively, and coordinate closely with relevant agencies and local authorities to manage both local fleets and vessels from other provinces operating in the area. The force was tasked with effectively addressing the issue of “three no’s” vessels, those lacking the necessary qualifications for fishing, while working with representative offices at fishing ports to strengthen inspection and control, ensure traceability, and strictly handle violations in accordance with their functions, duties, and powers.

As of February 25, 2026, Ho Chi Minh City had 4,455 fishing vessels, including 1,618 measuring from 6m to under 12m, 610 from 12m to under 15m, and 2,227 exceeding 15m in length.

Since 2024, the City Border Guard Command has established a specialized team, headed by the Commander, to inspect, supervise, and promptly address shortcomings in the implementation of tasks to combat IUU fishing. The unit has reinforced its forces and resources in key areas, strictly maintained duty rosters, and organized patrols to closely monitor the movement of people and vessels engaged in fishing activities at sea.
