For two days (November 8 and 9), Cong Ly Newspaper, the People's Court of Ca Mau province, the Department of Justice of Ca Mau province and the Coast Guard Region 4 Command jointly coordinated a legal program to hold mock trials in Khanh Lam commune, Hiep Thanh ward and Vinh Hau commune (Ca Mau province).

The goal is to raise awareness of law observance for people in general and fishermen in particular; towards a civilized attitude of behavior, complying with the rules of Vietnamese and international laws; strengthening the prevention and control of law violations and crimes related to IUU fishing.

In addition to the legal significance, the program also has profound human values, demonstrating the sense of community responsibility in joining hands to protect fishery resources, for the sustainable life of fishermen and the international reputation of Vietnam's fisheries industry.

The legislative move to criminalize certain IUU fishing activities shows the determination of the Party and State in improving the legal institution, strengthening sanctions, ensuring deterrence of IUU fishing violations, strictly implementing the recommendations of the European Commission (EC), towards the goal of removing the EC's "yellow card".

The mock trial was followed by a legal seminar on anti-IUU fishing. Many concerns of the fishermen in Khanh Lam commune, Hiep Thanh ward and Vinh Hau commune, Ca Mau province related to anti-IUU fishing were answered and clarified by representatives of the authorities.

Fisherman Nguyen Van Leo (in West Coast hamlet, Hiep Thanh ward) who has nearly 10 years of working as a seafood fisherman spoke at the seminar, sharing that the local authorities have ben spreading the regulations against IUU fishing to fisherman. Attending the trial by the People's Court of Ca Mau province helped him better understand the regulations and penalties when violating IUU.

Attending the mock trial, fisherman Pham Van Vu (48 years old, in Nha Mat hamlet, Hiep Thanh ward) found it meaningful. He also believed it helped fisherman better understand the regulations against IUU fishing.

“From this trial, I will go back to instruct seafarers and relatives to fish legally because if they violate the regulations, not only will they be punished very severely but also affect the image of the country," said Pham Van Vu.

Ca Mau province currently has 5,230 fishing vessels in operation, of which 1,942 vessels have the largest length of 15 meters or more. For such operation size, it is mandatory for them to have cruise monitoring equipment installed.

The province determines that the fight against IUU fishing is an important and long-term political task, and will continue to focus on reviewing, tracing, handling and digitizing all violating fishing vessels, high-risk fishing vessels, and fishing vessels outside the province without proper procedures. It is also crucial to ensure the final tracing results; guide and support the renewal of licenses, implement the sale in accordance with regulations; to complete the update of identification information of the remaining fishing vessels; so that the fishing vessel information data can be updated fully and accurately to the National Fisheries Database (VNFishbase) and the national population database VneID.

At mock trials, information leaflets were distributed to fishermen in Khanh Lam commune, Hiep Thanh ward and Vinh Hau commune to support them in fishing in the sea, avoiding storms; strictly abiding the State's regulations on combating IUU fishing.

Also, there are 60 gifts presented to 60 fishermen households and medical medicine bags, photos of Uncle Ho, and national flags to fishermen with fishing boats in Khanh Lam commune, Hiep Thanh ward and Vinh Hau commune.
