The conference was attended by more than 100 delegates, including leaders of associations and representatives of Vietnamese communities in many countries who participated in person. The conference on disseminating and promoting Vietnamese laws to overseas Vietnamese strongly conveyed the message: “Understand the Law to Move Forward – Stay Connected to Reach Further.”
In his opening remarks, Nguyen Trung Kien, Chairman of the State Committee for Overseas Vietnamese, emphasized that “the dissemination and promotion of laws hold special significance, helping overseas Vietnamese keep up with new legal regulations, prevent risks, and at the same time protect the positive image of the Vietnamese community worldwide.”

According to the Organizing Committee, the conference was held with the aims of: providing official and timely information on new legal regulations, especially policies directly related to overseas Vietnamese; creating a forum for discussion and dialogue to address difficulties and concerns commonly faced by expatriates; enhancing legal awareness to help prevent violations, protect lawful rights and interests, and at the same time strengthen the bonds between Vietnamese communities worldwide and their homeland.
In addition, the conference was also a practical activity to implement Resolution No. 66-NQ/TW dated April 30, 2025, of the Politburo on reforming the development and enforcement of laws to meet the country’s development requirements in the new era, one of five newly issued pillar resolutions.
At the conference, a representative of the Department of Civil Status, Nationality and Authentication under the Ministry of Justice presented new points in the amended Law on Vietnamese Nationality. He emphasized that the relaxation of conditions for acquiring and resuming Vietnamese nationality, along with allowing dual nationality in certain cases, marks an important step forward. This creates more favorable conditions for overseas Vietnamese to maintain ties with their homeland and helps attract talents and intellectuals to contribute to the country.
A representative of the Department of Cybersecurity and High-Tech Crime Prevention under the Ministry of Public Security provided information on the current prevalence of online fraud. He warned that scam operations are becoming increasingly sophisticated, with perpetrators often impersonating police or court officials, or setting up fake investment platforms to appropriate assets. Overseas Vietnamese were urged to remain highly vigilant, never disclose personal information or OTP codes, and promptly report to the competent authorities upon detecting suspicious signs.
The Hanoi Bar Association shared its experience in providing legal support to the overseas Vietnamese community, stressing that legal assistance for expatriates is not only a professional responsibility but also an important political and social mission. Such efforts help strengthen the community’s trust in the legal system and enhance the nation’s image.
Overseas Vietnamese delegates attending the conference welcomed and highly appreciated the efforts of the State Committee for Overseas Vietnamese and relevant authorities in organizing the program on legal dissemination and promotion. They emphasized that this is a practical initiative that closely meets the real needs of the overseas community, and recommended that similar programs be maintained and further expanded for associations and Vietnamese communities abroad in the future.
For many years, the State Committee for Overseas Vietnamese has served as the focal point for inter-agency coordination in information, communication, and legal dissemination for our compatriots abroad. The Committee has regularly organized conferences, training courses, and legal forums; compiled materials; developed online information channels; and coordinated with networks of lawyers both inside and outside the country to provide timely support, helping to protect legitimate rights and interests while strengthening the bonds between overseas Vietnamese communities and the homeland.
The conference on legal dissemination and promotion not only helps equip overseas Vietnamese with essential knowledge but also affirms the care and support of the Party and the State for the overseas Vietnamese community. It marks an important step in fostering a strong and sustainable overseas Vietnamese community that successfully integrates into host societies, makes significant contributions, and remains closely connected with the homeland, thereby contributing to the cause of national construction and development in the new era.
