At the beginning of the meeting, Ambassador He Wei warmly congratulated Vietnam on the 80th anniversary of its National Day. He highlighted the historic significance of September 2, 1945, when the Communist Party of Vietnam led the people to a great victory in the August Revolution, proclaiming the Democratic Republic of Vietnam and opening a new journey for the nation. The Ambassador emphasized Vietnam’s remarkable transformation over the past 80 years: from a heroic people in the struggle for independence to a dynamic, increasingly prosperous developing country.

Ambassador He Wei recalled that China was the first country in the world to recognize and establish diplomatic relations with the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam. The two sides gave each other strong support and assistance during the struggle for national liberation as well as in building socialism and nation-building, forging a friendship of being “both comrades and brothers.” He affirmed: “This precious asset must be well maintained, well protected, and well promoted by both sides.”

According to the Ambassador, Vietnam’s success is not only reflected in its socio-economic achievements, but more importantly in finding a socialist development path suited to its national conditions. He stressed that the leadership of the Communist Party of Vietnam is the “compass,” and steadfastness on the socialist path is the “solid foundation” that enabled the country to escape poverty and achieve outstanding growth. The creative application of Marxism to practice serves as a powerful “driving force,” while proactive international integration, especially relations with neighboring countries including China, has opened a new era of development for Vietnam.

Ambassador He Wei also expressed deep impression at Vietnam’s achievements over the past year under the leadership of the Central Committee of the Communist Party of Vietnam headed by General Secretary To Lam, particularly the adoption of Four important Resolutions in key areas. He expressed confidence that Vietnam will successfully organize the 14th National Congress of the Party and continue to make even greater contributions to regional and global peace and development.

Ambassador He Wei affirmed that relations between the two Parties and the two countries are entering a new “golden period,” marked by the historic visit of General Secretary and President Xi Jinping to Vietnam at the end of 2023. The strategic decision to jointly build a Vietnam-China Community with a shared future is a significant step, bringing bilateral relations to greater depth.

In the coming period, high-level visits will continue to be strengthened. The Ambassador announced that Zhao Leji, Member of the Standing Committee of the Political Bureau and Chairman of the Standing Committee of the National People’s Congress of China, will visit Vietnam and attend the celebration of the 80th National Day. Vietnamese State President Luong Cuong will travel to China to attend the 80th anniversary of the Victory of the Anti-Fascist War; Prime Minister Pham Minh Chinh will attend the Shanghai Cooperation Organization Summit in China. According to the Ambassador, such frequent high-level exchanges are “very rare in the history of bilateral friendship,” sending a signal that the two countries will jointly pursue the socialist path, creating additional positive momentum and stability for the world.

He emphasized that the “3+3” dialogue mechanism on diplomacy, defense, and public security between Vietnam and China demonstrates the two countries’ firm determination to safeguard regional security and stability. Practical cooperation is being elevated to a new level, becoming increasingly substantive and effective. In agriculture, China has become the largest market for many Vietnamese agricultural and aquatic products, with durian, lychee, and fresh coconuts especially popular among Chinese consumers.

On the occasion of the Vietnam-China People-to-People Exchange Year, Ambassador He Wei affirmed that both sides will continue to strengthen exchanges, especially among the younger generations, to build a stronger foundation of public support, so that the great ship of Vietnam-China friendship can sail steadily and far on the path of development.
