Comprehensive Review of Overseas Vietnamese Affairs To Takes Place on December 25

Under the direction of the Secretariat, MOFA is coordinating with other departments, ministries and branches to review the implementation of Resolution No. 36-NQ/TW in 2004 and the guiding documents of the Politburo and the Secretariat on overseas Vietnamese affairs over the past 20 years and to propose appropriate policies and decisions for the new period.
At the press conference on December 22, MOFA Deputy Minister Le Thi Thu Hang emphasized the special significance of Resolution 36. She noted that this is the Party's first comprehensive strategic orientation document on the work of overseas Vietnamese in the period of promoting international integration. The Resolution has created an important milestone, becoming a "guideline" for the guidelines and activities of the Party, the State, departments, ministries, branches and localities for more than two decades, affirming the consistent view that overseas Vietnamese are an inseparable part and a resource of the Vietnamese national community. It is an important factor contributing to strengthening the cooperation and friendship between Vietnam and other countries.
After more than 20 years of implementing Resolution 36, the overseas Vietnamese community has developed strongly in terms of scale, quality, and level of integration. From approximately 2.7 million people in nearly 90 countries and territories in 2004, the number has increased to nearly 6.5 million overseas Vietnamese in more than 130 countries and territories. Of these, 80% reside in developed countries, where their role and position are increasingly affirmed both locally and in international forums.
Deputy Minister Le Thi Thu Hang stated that in recent years, as MOFA prepares for the conference, it has directed the State Committee on Overseas Vietnamese to coordinate with representative agencies to collect opinions on the implementation of Resolution No. 36-NQ/TW and provide comments for the next stage. Up to now, 60 summary reports, 20 thematic presentations, with 180 proposals and recommendations from departments, ministries, sectors and localities (including key press agencies) were received. There are also reports, suggestions and recommendations of 98 Vietnamese representative agencies abroad. Five seminars and seminars were organized to serve the comprehensive review and evaluation of the work of overseas Vietnamese, as a basis for advising on major directions in the coming period.
The upcoming national conference will focus on reviewing and assessing the situation of the overseas Vietnamese community, results of the implementation of NQ36-NQ/TW, Directive 45-CT/TW and Conclusion 12-KL/TW. It will also discussion the orientations and objectives for the new period, goals to 2030; vision to 2045 as well as providing tasks, solutions, and breakthroughs.
Regarding the sidelines of the conference, there will be an introduction event for products of 10 companies, including 7 overseas companies and 3 domestic companies in terms of cultural space connected with overseas Vietnamese. With the direct participation of 20 model overseas Vietnamese delegates to attend the XI National Patriotic Emulation Congress, the conference is an important opportunity to strengthen exchanges and connections between departments, ministries, branches, localities, overseas Vietnamese representative agencies and overseas Vietnamese communities. About 320 delegates will attend the conference.
