Conference on Implementation of Resolution of 14th National Party Congress on People-to-People Diplomacy

| Strong Innovation to Enhance the Substantive Effectiveness of People-to-People Diplomacy in 2026 |
The conference was attended by Phan Anh Son, President of the Viet Nam Union of Friendship Organizations; Vice Presidents Nguyen Ngoc Hung and Dong Huy Cuong; key officials of VUFO’s standing office; leaders and staff of provincial and municipal unions of friendship organizations; and representatives of local friendship associations.

At the conference, Phan Anh Son presented the core contents of the Resolution of the 14th National Party Congress, VUFO’s action program, and Conclusion No. 230-KL/TW dated January 5, 2026 of the Politburo and the Secretariat. He emphasized new points related to people-to-people diplomacy and mass organizations assigned tasks by the Party and the State, as well as orientations for the activities of the entire VUFO system in the coming period.
The conference also updated preparations for the 7th National Congress of the Viet Nam Union of Friendship Organizations for the 2026-2031 term.
Based on the action program, Phan Anh Son outlined five key groups of tasks for the VUFO system:
First, to affirm the strategic pillar role of people-to-people foreign affairs within a comprehensive, modern, and professional diplomacy. To proactively propose initiatives and participate in addressing foreign affairs issues through people-to-people channels, while closely coordinating with Party diplomacy and State diplomacy.
Second, to clearly define the contributions of people-to-people foreign affairs to national development, particularly toward the two centennial goals. To build a positive social foundation for external relations; expand networks of people-to-people partners; diversify resources; and connect businesses, intellectuals, experts, overseas Vietnamese, and international resources for development.
Third, to expand areas, partners, and fields of cooperation in a focused and targeted manner. To engage with influential partners and networks in the fields of economy, science and technology, and policy; and prioritize areas such as investment, supply chains, digital transformation, green transition, education and training, and science and technology.
Fourth, to innovate operational methods toward creating interwoven interests. To shift from simple exchanges to developing concrete and sustainable cooperation programs and initiatives; and to promote the role of the Viet Nam Fatherland Front system in coordinating and expanding the space for people-to-people foreign affairs.
Fifth, to advise the leadership of the Viet Nam Fatherland Front in formulating and implementing orientations for people-to-people diplomacy through 2030. To fully leverage the roles, strengths, and resources of member organizations and all strata of society; to ensure unified orientations; expand the scope of activities; and enhance the effectiveness of coordination in people-to-people foreign affairs.
Phan Anh Son stressed the requirement for provincial and municipal unions of friendship organizations to focus on building a contingent of people-to-people foreign affairs officials with firm political resolve, strong ethics and responsibility, professional competence, and practical capabilities. The evaluation of officials should be closely linked to work results and operational effectiveness, using concrete outputs and performance outcomes as the basis for assessment, planning, utilization, and training of personnel.
