Seminar on “Scientific Foundations of Viet Nam’s People-to-People Diplomacy”

On March 20 in Hanoi, the Viet Nam Union of Friendship Organizations (VUFO) convened a seminar titled “Scientific foundations of Viet Nam’s people-to-people diplomacy.” The event formed part of a national-level research project, “Studying people-to-people diplomacy worldwide in the new context and proposing solutions for Viet Nam.”

People-to-People Diplomacy Drives Practical Cooperation for Development

The seminar aimed to systematize the formation and development of Viet Nam’s people-to-people diplomacy, while clarifying its theoretical, political, and legal foundations, as well as the domestic and international factors shaping it; thereby providing scientific arguments directly supporting the research project and contributing to refining the theoretical framework for people-to-people diplomacy in the new era.

The event was co-chaired by Dong Huy Cuong, Vice President of VUFO and the project’s scientific secretary, and Nguyen Nang Khieu, Head of the Americas Department at VUFO and a principal member of the research team.

The seminar was attended by leading experts, scholars, and practitioners in foreign affairs, political theory, and related fields: Associate Professor Dr. Pham Minh Son, Director of the Academy of Journalism and Communication; Associate Professor Dr. Nguyen Viet Thao, former Deputy Director of the Ho Chi Minh National Academy of Politics and member of the Central Theoretical Council; Associate Professor Dr. Tran Tho Quang of the Communist Review; Master Ngo Minh Ngoc, lecturer at the Faculty of International Politics and Diplomacy, Diplomatic Academy of Viet Nam; and Dr. Nguyen Huu Huyen, Director General of the Department of International Cooperation, Ministry of Justice.

Representatives from the Ministry of Foreign Affairs, the Viet Nam Fatherland Front Central Committee, socio-political organizations, mass organizations, friendship associations, and relevant agencies also attended.

In his opening remarks, Dong Huy Cuong noted that this is the first time VUFO has undertaken a national-level scientific research project directly encompassing its core activities. The project aims to systematize both theoretical and practical foundations, ranging from global and regional contexts and international experiences to the scientific basis of Viet Nam’s people-to-people diplomacy, thereby generating recommendations and solutions to better serve this field.

He emphasized that the research outcomes are intended not only for academic purposes but also for practical application, contributing to enhancing the effectiveness of VUFO’s operations and people-to-people diplomacy more broadly.

At the seminar, presentations systematically examined the scientific foundations of Viet Nam’s people-to-people diplomacy across historical, theoretical, political, legal, and contextual dimensions. Delegates agreed that this form of diplomacy has evolved alongside Viet Nam’s revolutionary process, originating from President Ho Chi Minh’s international advocacy efforts grounded in the principle of combining national strength with the strength of the times. It has gradually become a key component and one of the three pillars of Viet Nam’s comprehensive, modern diplomacy.

From theoretical and political perspectives, the presentations highlighted that the foundations of people-to-people diplomacy lie in Marxism-Leninism, Ho Chi Minh Thought, the Party’s foreign policy, and the nation’s tradition of peace, goodwill, and friendship. They also underscored the increasingly important role of the people and non-state actors in international relations, while identifying both internal and external factors influencing Viet Nam’s people-to-people diplomacy today.

Building on these analyses, the seminar proposed further refining the theoretical, political, and legal underpinnings of people-to-people diplomacy; strengthening strategic research, assessment, and forecasting of international trends; ensuring unified awareness, avoiding overlaps, and enhancing coordination, particularly among the three pillars of diplomacy. It also stressed the need to renew thinking, content, and methods of implementation; to improve the legal framework coherently and consistently; to clarify the roles and responsibilities of participating organizations; to strengthen the core role of the people-to-people diplomacy system; and to effectively mobilize and utilize both domestic and international resources, especially overseas Vietnamese communities, in support of the country’s development and integration goals in the new phase.
