Continued Emergency Support of VND 300 Billion to Address Flood Aftermath

Specifically, VND 300 billion will be allocated from the central government’s 2025 contingency budget to support these two provinces in overcoming flood damage and stabilizing people’s lives (including VND 100 billion for Dien Bien and VND 200 billion for Nghe An), as proposed by the Ministry of Finance in Document No. 11826/BTC-NSNN dated August 4, 2025.
Previously, on August 2, 2025, Deputy Prime Minister Ho Duc Phoc signed Decision No. 1653/QĐ-TTg on behalf of the Prime Minister, approving emergency assistance of VND 250 billion for the provinces of Son La, Dien Bien, and Nghe An to address the impacts of the flood. |
The People's Committees of Dien Bien and Nghe An are responsible for managing and utilizing the allocated funds in accordance with state budget regulations and relevant legal provisions, ensuring the funds are used for the intended purposes, targeted beneficiaries, and handled transparently and accountably, avoiding any losses or misconduct. In addition to the central government’s support, local budget resources and other lawful funding sources should be mobilized to promptly assist people in stabilizing their lives after the floods. The results of fund utilization must be reported to the Ministry of Finance, the Ministry of Agriculture and Environment, and relevant agencies for consolidation and submission to the Prime Minister.

Also on August 4, the Central Committee of the Vietnam Red Cross Society decided to provide emergency relief for residents of Dien Bien and Son La provinces. The total value of the aid is nearly VND 665 million, including both cash and essential goods. This amount is drawn from the Central Committee’s disaster relief fund and aims to support disadvantaged households that have suffered fatalities, injuries, housing damage, or loss of food and livelihoods.
Specifically, Dien Bien receives VND 150 million in cash and 200 boxes of household supplies, while Son La receives VND 50 million in cash and 200 boxes of supplies. This relief effort demonstrates humanitarian spirit and timely support, helping residents in flood-affected areas overcome challenges and quickly restore normal life. The Vietnam Red Cross Society will continue to monitor the situation and stands ready to implement additional support activities as needed.
