The People’s Committee of Dak Lak Province has recently issued Official Dispatch No. 010350/UBND-KGVX dated December 25, 2025, to implement Official Dispatch No. 7027/BVHTTDL-TTCSTTĐN dated December 23, 2025 of the Ministry of Culture, Sports and Tourism on strengthening communication and outreach to prevent and combat illegal, unreported, and unregulated (IUU) fishing within the province.

According to the directive, information and communication efforts will focus on thoroughly disseminating and internalizing the Government’s consistent viewpoints and guiding principles on combating IUU fishing, clearly demonstrating strong determination to take action toward the early removal of the European Commission’s (EC) “yellow card” imposed on Vietnam’s fisheries sector. The province emphasizes the need to tighten discipline and administrative order, and to clearly assign responsibilities down to each locality, agency, unit, and individual in implementing IUU prevention and control tasks and solutions.

The provincial People’s Committee requests continued communication to strictly implement Directive No. 32-CT/TW of the Party Central Committee Secretariat; the directives of the Prime Minister and the Deputy Prime Minister - Head of the National Steering Committee on IUU - as well as related documents. Communication efforts will focus on strengthening the management of fishing vessels, especially “three-no” vessels (without registration, without inspection, and without licenses), vessels whose registration has been revoked, and vessels that do not meet conditions for departure; at the same time, lists of violating fishing vessels will be publicly disclosed.

In addition, communication will be intensified regarding the control of fishing vessels entering and leaving ports; the identification of and борь against fraudulent practices involving vessel monitoring systems (VMS); and the strict handling of cases involving fishing vessels and fishermen violating foreign waters. The handling of administrative and criminal violations related to IUU is required to be decisive, with particular emphasis on combating and dismantling brokerage networks and organizations that facilitate fishing vessel violations and commercial fraud in seafood exports to the EU. Public communication on mobile court trials related to IUU will also be strengthened to serve as a deterrent and for general prevention.

The provincial People’s Committee also stresses the need to provide full, truthful, and objective information on Vietnam’s determination, efforts, and results in combating IUU fishing, thereby strengthening the confidence of international partners and creating a basis for the EC’s recognition in pursuit of lifting the “yellow card.” Information provision must be proactive and timely, while firmly condemning and refuting IUU violations.

Alongside clarifying the roles and responsibilities of ministries, sectors, and localities, the province places special emphasis on the responsibilities of provincial- and commune-level authorities in managing fishing vessels and fishermen. Effective models, good practices, and exemplary collectives and individuals will be commended and replicated, while violations will be criticized and strictly warned against.

To ensure effective implementation, the People’s Committee of Dak Lak Province assigns the Department of Culture, Sports and Tourism to take the lead, in coordination with relevant departments, agencies, units, and localities, based on assigned functions and tasks, to proactively organize communication activities on combating IUU fishing in the province, ensuring practicality, clear focus, and the achievement of set objectives.
