Dak Lak Implements Drastic Measures to Combat IUU Fishing

With the highest political determination that the removal of the EC “yellow card” “must be completed and cannot be prolonged,” the Dak Lak Provincial People’s Committee issued Document No. 07355/UBND-NNMT on November 6, 2025, directing departments, sectors, enforcement forces, and coastal commune and ward authorities to urgently and comprehensively implement essential measures to end illegal, unreported, and unregulated fishing.

The Provincial People’s Committee requires chairpersons of coastal commune and ward People’s Committees to take full responsibility if violations involving fishing vessels in foreign waters occur or if fishing activities in their localities are not properly controlled. Local authorities must review and record fishing vessels whose registrations have been cancelled, and guide fishermen in completing licensing procedures as prescribed, especially in Xuan Canh Commune and Xuan Dai Ward - two localities where the licensing rate remains low.
The Department of Agriculture and Environment is tasked with leading and coordinating with relevant agencies and units to review the entire fleet, issue licenses for eligible vessels, strictly handle vessels violating VMS regulations or crossing fishing boundaries; while also updating and synchronizing data on the VNFishbase, VMS, and VNeID systems before November 14, 2025.
The Provincial Border Guard must strengthen strict control of vessels entering and exiting through border guard checkpoints in accordance with regulations, organize patrols, and crack down on “three-no” vessels (no registration, no registry, no fishing license). The Provincial Police continue to improve vessel identification processes and strictly handle acts of organizing or facilitating illegal fishing in foreign waters.
The Department of Culture, Sports and Tourism, along with Dak Lak Newspaper and Dak Lak Radio & Television, must intensify communication on combating IUU fishing; increase the amount of news, articles, and reports highlighting the significance of and determination behind Viet Nam’s efforts to remove the “yellow card”; and focus on commending fishermen, law enforcement forces, and businesses that actively comply with IUU regulations.

Associations and seafood processing - export enterprises must strictly commit not to purchase, process, or export products derived from IUU fishing. They must also strengthen checks on raw material origins and closely coordinate with competent authorities in traceability and verification.
| In recent times, Dak Lak Province has achieved many positive results in combating IUU fishing. To date, the province has 2,556 fishing vessels registered in the national fisheries database, 100% of vessels have been marked and assigned identification numbers, and all 690 vessels measuring 15 meters or longer have installed vessel monitoring systems (VMS). However, 46 vessels (accounting for 1.8%) remain ineligible for operation due to lacking fishing licenses or renewed licenses. |
