An Giang Combat IUU Fishing Violation by Tightening Boat Management

The Provincial People's Committee of An Giang (An Giang) has just issued Plan No. 209/KH-UBND, dated April 20, 2026, implementing the recommendations of the European Commission (EC) on combating illegal, unreported and unregulated (IUU) fishing, together with the whole country to timely remove the "yellow card" warning by October 2026, and build an effective and sustainable fishery by 2030.

An Giang develops a plan combating IUU fishing, as it is an urgent and important task that requires the whole political system to participate and coordinate drastically and synchronously. The plan is ased on the direction of Deputy Prime Minister Tran Hong Ha in Notice No. 159/TB-VPCP, dated March 31, 2026; Decision No. 1186/QD-BNNMT, dated April 6, 2026 of the Ministry of Agriculture and Environment and Directive No. 11/CT-UBND, dated April 10, 2026 of the Chairman of An Giang Provincial People's Committee.

From now to September 2026, An Giang will focus on 4 major priorities including management, supervision and control of the fishing boats; traceability of fisheries; law enforcement, handling of violations; promotion and allocating resources. It will complete registration, issuance or extension of fishing licenses, fully verify and upload information on each fishing boat to the VNFishbase National Fisheries Database, synchronize with the fishing boat monitoring system and the national population database VNeID. It means that 100% of registered fishing boats in the province must operate with legitimate number plates and marks in accordance with regulations.

The province also strictly manage and review fishing boats that are not eligible to operate. There will be a management plan as well as regulations of parking areas for them to anchor. Fisheries surveillance forces are required to be regularly present in coastal areas and open areas to deter, prevent, handle and force fishing boats that are not eligible to return to shore. The province also strengthen the measures of daily control of those operating at river estuaries, canals, and beaches .

For the offshore fishing boats, An Giang requires a functional force to monitor those with the largest length of 15 meters or more on the cruise monitoring system 24/7. Boats entering and exiting ports, docks will be strictly controlled and those who do not meet the conditions will not be allowed to leave the port. Patrol and control in offshore areas and border areas will also be strengthened, fishing boats less than 15 meters in maximum length will not be allowed to go to the offshore area.

Regarding the traceability of fisheries, An Giang continues to tighten the electronic process. The fishing ports of Tac Cau, An Thoi, Ganh Dau and Tho Chau must ensure that 100% of fishing boats exporting and importing are carried out through the Electronic Fisheries Traceability System (eCDT) according to mandatory regulations from March 1, 2026. The province requires that 100% of seafood receipts loaded and unloaded through ports, certificates of fishing aquatic raw materials and certificates of origin of seafood for enterprises must be made through the eCDT system in full, timely and in accordance with regulations.

Also, the province implements an electronic diary roadmap in fishing. According to the plan, electronic fishing logs, electronic fishery purchase and transshipment logs will be implemented. The starting time is from July 1, 2026 for fishing boats with a length of 24 meters or more; from September 1, 2026 for those from 15 meters to less than 24 meters and from January 1, 2027 for those from 12 meters to less than 15 meters. This is considered an important step to conduct transparent management and reliabile traceability.

Regarding law enforcement, the province requests to urgently investigate and completely handle serious violations related to infringements on foreign waters that have identified seafarers arrested and returned by foreign countries or detected by domestic forces, and transferred handling dossiers from 2024 to present time. Other violations such as disconnection of fishing boat cruise monitoring equipment (VMS), exceeding the fishing boundary, operating in the wrong areas or without meeting the conditions must be accelerated. At the same time, the province upload the complete law enforcement decisions to the National Database on Administrative Sanctions in the field of fisheries, for full comparison and unification of violation data with the Ministry of Agriculture and Environment.

According to the plan, the Department of Agriculture and Environment plays the role of advising, urging, inspecting and synthesizing reports. Meanwhile, the provincial border guard and functional forces are responsible for controlling entry and exit, patrolling and handling violations. The Department of Culture and Sports is in charge of promotion, while the Department of Home Affairs advises on arranging and improving the capacity of officials to perform the task of combating IUU fishing. Also, related agencies, units and localities are required to periodically report before the 25th of every month to the Department of Agriculture and Environment for monitoring and synthesis.

In the long term, by 2030, An Giang will investigate and assess aquatic resource reserves, determine the total sustainable fishing output and appropriate occupational structure to advise on announcing fishing license quotas in coastal and open areas. According to the plan, this task must be completed before July 2028. The province will also review and advise on the promulgation of action plans to implement priority tasks, solutions and projects associated with the development of fishing, protection and development of aquatic resources by 2030.
