An Giang Assists Ukrainian Citizen In Safe Return Home

The An Giang Provincial Police reported that they had received a diplomatic note from the Embassy of Ukraine in Vietnam, expressing sincere gratitude for the humanitarian and timely actions taken to rescue and assist a Ukrainian citizen in returning safely to his homeland on November 5.

In the note, the Embassy of Ukraine in Vietnam highly appreciated the humanitarian spirit and sense of justice of the Vietnamese people, and acknowledged the professionalism and dedication of the An Giang Provincial Police, particularly the Immigration Management Division, for their support in helping Ukrainian citizen Oleksandr Kyselytsia, who was rescued at sea, return to his home country.

Previously, on September 10, 2025, Oleksandr Kyselytsia was rescued by the fishing vessel KG-31393-TS owned by Tran Van Chinh (residing in Phu Quoc, An Giang) after being found adrift at sea with a leg injury, poor health, and without personal identification or belongings. Upon receiving the report, the An Giang Provincial Police promptly instructed the Immigration Management Division to take the lead and coordinate with Phu Quoc Special Zone Police, Coast Guard Region 4 Command, and the Border Guard to verify the individual’s identity and provide accommodation, medical care, and essential support.

The An Giang Provincial Police also coordinated with the Provincial Department of Tourism and the Embassy of Ukraine in Vietnam to carry out citizen protection measures in accordance with regulations. Thanks to the close cooperation among agencies within and outside the police sector, by October 16, 2025, Oleksandr Kyselytsia had recovered his health, received a passport and visa, and completed exit procedures at Phu Quoc Airport on flight AK544 to return home, with direct assistance from the Immigration Management Division of the An Giang Provincial Police.
