Ninh Binh Tightens Management of Fishing Vessels, Prepares for the Fifth EC Inspection Mission

The People’s Committee of Ninh Binh province has requested relevant departments, agencies, and local authorities to strengthen the review and rectification of fishing vessel management, tighten control over fisheries exploitation activities, prevent the occurrence of illegal, unreported and unregulated (IUU) fishing violations, and prepare necessary conditions for the fifth inspection mission of the European Commission (EC).

According to the directive of the provincial People’s Committee, the Department of Agriculture and Environment, the Provincial Border Guard Command, the Provincial Police, relevant departments and agencies, together with the People’s Committees of coastal localities, must urgently and seriously implement the directives of the Government, the Prime Minister, the Ministry of Agriculture and Environment, as well as the province’s guiding documents on combating IUU fishing.

First, competent authorities are required to review and rectify fishing vessel management, intensify inspections, and tighten operations at fishing ports and landing sites across the province. At the same time, they must review all case files that have been closed but where administrative penalties related to IUU violations have not yet been imposed, ensuring compliance with legal regulations.

In addition, the province requires stronger management and strict control of fisheries activities, particularly fishing operations conducted by vessels and fishermen at sea. Relevant forces must resolutely prevent and eliminate any emergence of IUU violations, especially cases of fishing vessels infringing upon foreign waters.

The provincial People’s Committee also emphasized the responsibility of leaders in management work. Accordingly, heads of departments and agencies and chairpersons of People’s Committees of communes with fishing vessels engaged in fisheries exploitation will be held accountable before the provincial People’s Committee and its Chairman if IUU violations occur within their areas of management.

In addition, the provincial People’s Committee requested the Command of Military Region 3 to instruct the Thinh Long Military Port (Hai Thinh commune) to properly perform its assigned functions and duties, while closely coordinating with provincial authorities to implement regulations on combating illegal, unreported and unregulated fishing.

The People’s Committee of Ninh Binh province has required relevant units and authorities of communes with fishing vessels engaged in fisheries exploitation to strictly implement the assigned tasks, thereby improving the effectiveness of fisheries management and meeting the requirements of the upcoming EC inspection mission.
