According to Ambassador Rajpal Singh, the frequent high-level exchanges between the two countries in recent times demonstrate that Vietnam-Singapore relations are built upon the close ties between the leaders of both nations, with both sides attaching great importance to the development of bilateral relations. The regular frequency of delegation exchanges also reflects the strong momentum in Vietnam-Singapore ties following their upgrade to a Comprehensive Strategic Partnership in 2025.
The visit by General Secretary and President To Lam presents an opportunity to usher bilateral relations into a new stage of development, in which Vietnam and Singapore cooperate on shared issues for common interests.
The two sides will strengthen cooperation in emerging areas such as digital technology, advanced manufacturing, and higher education and training. Singapore hopes to elevate economic cooperation with Vietnam based on two core priorities. The first is the digital space. During this visit, a special technology connectivity forum will be held to connect digital enterprises from both countries and facilitate the signing of new agreements and projects. The second is green and sustainable development. The two sides signed an agreement on carbon credits last year and are expected to launch projects in this field by the end of this year.
Speaking about General Secretary and President To Lam’s participation and keynote address at the Shangri-La Dialogue, Ambassador Rajpal Singh emphasized that this marks the first time a General Secretary of the Communist Party of Vietnam has delivered a keynote address at the Shangri-La Dialogue. This highly significant event conveys three key messages.
First, the region and the international community are very interested in hearing the views of General Secretary and President To Lam and Vietnam on the current geopolitical and geo-economic situation. Second, it is a recognition of Vietnam’s achievements. More than 30 years after joining ASEAN, Vietnam has become a highly active member, making important contributions to promoting political stability, economic integration, and ASEAN Community-building. Third, the event demonstrates that Vietnam is ready to play a more proactive role in addressing geopolitical and geo-economic uncertainties.
The Shangri-La Dialogue is a leading regional forum where participants engage in open discussions on how to jointly address common challenges. Ambassador Rajpal Singh affirmed that the keynote address by General Secretary and President To Lam will help shape the direction of future dialogues. Singapore supports Vietnam in taking on a more active role in seeking solutions to shared challenges, as the two countries share common principles and viewpoints, such as upholding national sovereignty, adhering to international law, and peacefully resolving disputes.
