The four specific proposals are as follows:
First, to promote cooperation in foundational areas for Vietnam’s new development phase, such as science and technology, artificial intelligence (AI), big data, and the semiconductor industry. The Embassy and the Viet Nam-Singapore Friendship Association could coordinate to organize dialogues and seminars with the participation of business representatives from Vietnam-Singapore Industrial Parks (VSIP) and Singaporean educational institutions such as the National University of Singapore and Nanyang Technological University. Through these activities, both sides can exchange experiences, explore suitable cooperation opportunities, and build bridges for people-to-people exchanges linked to science and technology and education.
Second, to strengthen connections with training and educational institutions, particularly in finance and technology, as Vietnam is oriented toward developing regional and international financial centers in several localities. Singapore has extensive experience in this field; therefore, the Embassy could coordinate to organize seminars to provide recommendations for the Government and local authorities of Vietnam.
Third, to enhance the organization of visits and working trips by the Embassy to localities across Vietnam, thereby contributing to expanded cooperation and improved mutual understanding. The Viet Nam-Singapore Friendship Association stands ready to coordinate with the Embassy in implementing these activities.
Fourth, to expand cooperation in modern governance, including improving leadership capacity, policymaking, and development vision. Singapore has substantial experience in this field, particularly through the Lee Kuan Yew School of Public Policy (under the National University of Singapore). Cooperation can be extended to localities across Vietnam.
President Phan Anh Son noted that over the years, the Viet Nam Union of Friendship Organizations has maintained close coordination with the Embassy of Singapore in Vietnam. The Viet Nam Union of Friendship Organizations wishes to continue sustaining and developing cooperative relations during Ambassador Rajpal Singh’s tenure, building on the effective partnership established with his predecessor.

According to Ambassador Rajpal Singh, Viet Nam and Singapore still have significant room to further advance cooperation in the coming period by leveraging their traditional ties while expanding new opportunities for collaboration. Singapore stands ready to accompany and support Viet Nam in realizing its development goals.
Commending the proposals put forward by Phan Anh Son, Ambassador Rajpal Singh affirmed that the Viet Nam Union of Friendship Organizations plays an important role in connecting and promoting bilateral relations through people-to-people diplomacy. He emphasized that trust between the two peoples constitutes a solid foundation for Viet Nam-Singapore relations. On that basis, the Embassy will strengthen coordination with the Viet Nam Union of Friendship Organizations and the Viet Nam-Singapore Friendship Association to further promote external relations activities, thereby contributing to the consolidation of bilateral ties in the time ahead.
