According to the Ministry of Public Security's Portal, from early morning on July 1, a crowd came to the Immigration Department (44-46 Tran Phu, Ba Dinh, Hanoi) for administrative procedures. Among them were foreigners residing in Vietnam who came to register for level-2 digital identification accounts.
Issuing digital identification accounts facilitates easier online administrative procedures for foreigners in Vietnam, significantly reducing time and paperwork while ensuring authenticity and safeguarding their legitimate rights during their stay and employment.
Furthermore, level-2 digital identification accounts enable access to a wide range of digital services, including identity verification for banking transactions, rental registration, use of public services, and secure storage of electronic residence cards and other legal documents via the VNeID application.
Chen Hsiao Wu (Taiwan, China) arrived early at the reception point. After completing the procedures, he said, “We received a warm welcome from the staff here. The procedures were all enthusiastically guided by the staff and were easy to follow. I realized that once I completed this step, my future procedures would be as easy to carry out as those of a Vietnamese person.”
Sharing the same thought, Park HyungChe (Republic of Korea) said he was satisfied to be quickly and friendly instructed.

According to Colonel Nguyen Ba Tuan, Deputy Director of the Immigration Department, which is in charge of the campaign, all necessary preparations have been thoroughly completed in advance, including personnel, infrastructure, and software systems. Before the July 1 phase, the Department had conducted a pilot program that processed over 300 applications from foreigners. The system has so far been operating smoothly and is ready to serve the issuance of level-2 identification accounts for foreigners in 34 provinces and cities nationwide, as well as at the headquarters of the Immigration Department from July 1, 2025.
Colonel Nguyen Ba Tuan emphasized: “The key benefit of electronic identification for foreigners is their ability to fully participate in Vietnam’s administrative public services during this period of digital transformation. This brings tangible advantages when accessing public services in an electronic environment, while also creating favorable conditions for foreigners to feel secure in residing, working, and studying in Vietnam.”
The launch of the 50-day campaign to issue digital identification for foreigners residing in Vietnam is aimed at registering and creating level-2 digital identification accounts for eligible individuals, as outlined in Decree No. 69 dated June 25, 2024, on digital identification and authentication. The campaign also focuses on digitizing data of foreigners who have been issued valid permanent or temporary residence cards, integrating this information into the National Database on Entry and Exit.
Procedures to grant digital identification accounts to foreignersAccording to the Immigration Department, the process for issuing a Level 2 electronic identification account to foreigners consists of five steps: - Step 1: Foreigners visit the immigration management agency under the Ministry of Public Security to request a level-2 digital identification account. - Step 2: Foreigners present their passports or international travel documents. They must complete the Application for a Digital Identification Account (Form TK01, issued with Decree No. 69/2024/ND-CP dated June 25, 2024). The application must include primary mobile phone number, email address (if available), and any additional information to be integrated into the National Identification Application. This information is submitted to the receiving officer. - Step 3: The receiving officer inputs the provided information into the electronic identification and authentication system, collects facial photos and fingerprints for authentication with the National Immigration Database, and confirms their consent to register for the electronic identification account. - Step 4: The immigration management agency forwards the request to the electronic identification and authentication management agency. - Step 5: The digital identification and authentication management agency sends the registration result via the National Identification Application (VNeID) or the applicant’s registered mobile phone number, or email address Time for receiving applications: Office hours on working days from Monday to Friday (except holidays and Tet according to the provisions of law). Required Documents and Information: Foreigners present passports or valid international travel documents; completed Application for an Digital Identification Account (Form TK01, issued with Decree No. 69/2024/ND-CP dated June 25, 2024 regulating digital identification and authentication); which includes the applicant's mobile phone number, email address (if any) and other information requested to be integrated into the digital identification account. Processing time: - Up to 3 working days: For applicants whose facial photo and fingerprint data already exist in the National Database on Immigration. - Up to 7 working days: For applicants whose facial photo and fingerprint data are not yet available in the National Database on Immigration. Eligible applicants: Foreigners who have been issued permanent residence cards or temporary residence cards in Vietnam. Result notification: Applicants will receive the result of their account registration via the National Identification Application (VNeID) or their registered mobile phone number, or email address. Fees: Free of charge Requirements & Conditions: - Minors under 14 years old, individuals under guardianship, or those under legal representation must be accompanied by their guardian or representative to complete the procedure at the immigration management agency under the Ministry of Public Security. - Guardians or representatives must use their own mobile phone numbers to declare and register level-2 digital identification accounts on behalf of: Foreigners aged 6 to under 14 years old; Persons under guardianship; Persons under legal representation. |
