Digital Front: Technology Empowers Vietnam Fatherland Front to Address People’s Aspirations in Time

The Standing Committee of the Central Committee of the Vietnam Fatherland Front (VFF) held a nationwide online conference on August 15 in Hanoi to pilot the “Digital Front” platform and provide training on “Applying AI in the Work of the Fatherland Front at All Levels.” With participation spanning from the central level to 3,321 communes, wards, and townships, this platform marks a significant technological advancement, enabling the VFF and socio-political organizations to better connect with the people, listen, and promptly address public opinions and petitions.

Nguyen Thi Thu Ha, member of the Party Central Committee, Standing Deputy Secretary of the Party Committee of the Fatherland Front and Central-level Mass Organizations, Vice President and General Secretary of the Central Committee of the Vietnam Fatherland Front, attended and delivered guidance at the conference.

At the event, Nguyen Ba Cat, Deputy Chief of Office and Director of the Information and Digital Transformation Center of the Central Committee of the Vietnam Fatherland Front, said that “Digital Frontline” (access: http://app.mattranso.vn) is a digital platform designed in line with the core tasks of the Front’s work, serving as an essential tool for the Vietnam Fatherland Front at all levels in the new context.

The platform consists of five core applications:

First, an online database software designed to consolidate information and contribute to building an organizational database of the Fatherland Front, socio-political organizations, and mass associations assigned by the Party and State at various levels. The database fields include: Front organizations, mass organizations, and associations; number of organizational members; cadre workforce (number of full-time staff, members of the Fatherland Front Committee, executive members of socio-political organizations and associations at four levels from central to village/hamlet/residential groups); outstanding activities of units; difficulties and shortcomings; recommendations and proposals. The software is designed for four levels: central; provincial/city; commune/ward/special administrative unit; village/hamlet/residential group. Each level includes the Fatherland Front and five socio-political organizations.

Second, a software system for receiving and processing citizens’ feedback and petitions, designed to strongly and directly realize the supervisory and social counter-argument role of the Front. Citizens, no matter where they are, can use a smartphone to send their opinions and petitions directly to the Front’s system. Each submission is recorded, classified, transferred to competent authorities, and tracked throughout the handling process. Feedback and petitions are updated and processed quickly. The system’s management operates at three levels - central, provincial/city, commune/ward/special unit - with decentralized administration to receive and respond to citizens’ feedback. Petitions at any level are sent to the corresponding Front level for reception and response. Replies are made public and transparent on the system’s homepage.

Third, a community digital library software to support citizens, designed as a comprehensive information channel guiding people to access necessary information. It is not only a useful search tool but also an official, reliable channel for citizens to approach, study, and improve their legal awareness, while actively participating in community activities. At present, it integrates two groups of content: “Public Services” and “Legal Library.” In the next phase, it is expected to be upgraded with more information related to areas of daily life that citizens care about.

Fourth, a virtual assistant supporting advisory work of the Fatherland Front at all levels, designed as an intelligent chatbot to help Front staff search for information related to professional tasks. Users input questions or keywords on issues of concern, and the system automatically extracts relevant information from the installed database. Advantages include instant 24/7 response, high accuracy, regular updates, and multi-platform support.

Fifth, a software system to track the progress and results of Fatherland Front congresses at all levels, designed to quickly and promptly compile key congress information (such as organization time, personnel introductions, congress updates). Information is centrally managed, synchronized, and monitored visually on a single system, providing a comprehensive, accurate, real-time overview of the Fatherland Front congress work at provincial and commune levels.

According to Nguyen Ba Cat, all systems on the “Digital Frontline” platform are interconnected through the single sign-on OpenID platform. One account can access all applications. In the next phase, the Fatherland Front plans to coordinate with relevant units to integrate and synchronize with the National Population Database and centralized authentication via the VNeID application.

Speaking at the conference, Nguyen Thi Thu Ha emphasized that this is an important event, launching a series of technological applications aligned with the Party and State’s major digital transformation policies. Digital transformation is an inevitable and urgent requirement, a central political task, and a measure of each organization and individual’s capacity for innovation. The Front system has started later than the general pace; therefore, it must show strong determination and seize the opportunity to “leapfrog and get ahead.” All levels must establish steering committees and digital transformation task forces within one week; develop specific plans or projects; prioritize human resources; and coordinate with technology units.

She stressed that immediate tasks include building the online database, completing the feedback and petition handling system, and ensuring effective operation of the new organizational model. Focus should be placed on the grassroots level - the closest to the people - in order to firmly grasp the situation and better serve the population. Digital transformation will serve as a benchmark for emulation and evaluation of Front activities at all levels.

She requested the Vietnam Fatherland Front committees in provinces and cities to assign staff to support the grassroots level; cooperate with the Youth Union to mobilize volunteers across all communes, wards, and special administrative units. At the same time, emphasis must be placed on ensuring information safety and security, developing operating regulations and mechanisms, and enhancing workforce quality. The Central level will provide documents and model plans for localities to implement uniformly and effectively, contributing to bringing the Vietnam Fatherland Front closer to the goal of being “close to the people, in service of the people” in the digital era.
