Central Committee of Vietnam Fatherland Front Departments and Units Operates Under New Model

On June 30 in Hanoi, the Standing Committee of the Central Committee of the Vietnam Fatherland Front (VFF) held a conference to announce decisions on personnel work. Accordingly, 19 departments and units of the VFF Central Committee officially operate under the new model from July 1, 2025.

According to the announced decisions, the Central Committee of the Vietnam Fatherland Front consists of 19 departments and units. The advisory and assistant departments for common functions include: Organization and Inspection Department; Democracy, Supervision and Social Criticism Department; Social Work Department; Propaganda and Education Department; Ethnicity and Religion Department; People-to-people Foreign Affairs Department; Mass Association Work Department; Finance and Planning Department; and Office.

The list of special departments includes the Trade Union Affairs Department, the Labor Relations Department, the Farmers' Affairs Department, the Youth Union Affairs Department, the Youth and Children Affairs Department, Women's Affairs Department.

Public service units include the Institute for Training, Fostering Personnel and Research; the Office of the Vietnam Catholic Solidarity Committee; the Vietnam Fatherland Front Museum; and Dai Doan Ket Newspaper.

These departments and units collectively have a total of 446 staff members, including 141 leaders, 236 civil servants, and 69 officers working in departments for common functions.

Speaking and assigning tasks to the departments and units officially operating under the new model, Chairman Do Van Chien highlighted the event's significance. It marks the implementation of the major policy of the Party and the law of the State, uniting five political and social organizations under the same roof of national solidarity.

He asked the heads of departments, cadres, civil servants, public employees, and workers of the Central Committee of the Vietnam Fatherland Front to carefully study the Politburo's decisions on establishing the Party Committee of the Vietnam Fatherland Front and Central organizations; Decision No. 304-QD/TW of the Politburo on the functions, tasks, and organizational structure of the Central Committee of the Vietnam Fatherland Front; and decisions on the functions, tasks, and organizational structure of the departments and units. Thereby, they will grasp the organizational model, the operating methods of the Vietnam Fatherland Front, and the political and social organizations under the Vietnam Fatherland Front, associated with the proactiveness and creativity of each organization.

He noted that all cadres need to thoroughly grasp the direction of General Secretary To Lam at the working session and handover of the decision of the Politburo on the establishment of the Central Committee of the Vietnam Fatherland Front. In that spirit, heads of departments, units, party members, civil servants, public employees, and workers must do their own political and ideological work; proactively determine immediate and long-term tasks for their positions and responsibilities with the motto "playing their roles well, knowing their duty well".

Do Van Chien requested that, starting July 1, departments and units promptly stabilize their organization and arrange their offices in accordance with the diagram approved by the Standing Committee. Heads of departments and units must ensure the clear assignment of specific tasks to each civil servant and public employee based on their designated functions and responsibilities. Simultaneously, they are to develop working regulations and submit them for approval to ensure strict implementation.

As assigned by the Standing Committee, departments and units should focus on carrying out six key tasks of the Fatherland Front and Central mass organizations from now until the end of 2025.

It is particularly important to monitor the implementation of the Fatherland Front model, socio-political organizations, and mass organizations under the new two-level local government structure (province and commune). Difficulties and obstacles should be proactively identified to provide timely advice and propose appropriate solutions, ensuring smooth, effective operations that meet both schedule and requirements.

Do Van Chien conveyed a message of solidarity to all cadres, civil servants, public employees, and workers of the Central Committee of the Vietnam Fatherland Front. He emphasized that the new organizational structure of the Vietnam Fatherland Front and its member organizations must focus on the grassroots level, stay close to residential areas, remain connected with the people, and serve the people. At the same time, he underscored the importance of thoroughly embracing the principle that “the new apparatus must go hand in hand with new thinking.”

On behalf of the appointed cadres, Cao Xuan Thao, Head of the Social Work Department, expressed his determination to uphold the spirit of solidarity, innovation, and creativity, and to make every effort to successfully fulfill the task of advising, assisting, and effectively supporting the leadership of the Vietnam Fatherland Front and socio-political organizations. He affirmed that he and his team would promptly stabilize the organization, assign responsibilities, and begin work immediately.
