From August 15, 2025: Visa Exemption for Citizens of 12 Countries Visiting Vietnam for Tourism

The Resolution stipulates that citizens of the following countries will be exempted from visas for stays of up to 45 days from the date of entry for tourism purposes, regardless of passport type, provided they meet all entry conditions in accordance with Vietnamese law: the Kingdom of Belgium, the Republic of Bulgaria, the Republic of Croatia, the Czech Republic, Hungary, the Grand Duchy of Luxembourg, the Kingdom of the Netherlands, the Republic of Poland, Romania, the Slovak Republic, the Republic of Slovenia, and the Swiss Confederation.

This visa exemption policy for citizens of the above countries will be implemented from August 15, 2025, until the end of August 14, 2028, under the tourism promotion and development program.
The Government has also issued Decree No. 221/2025/NĐ-CP regulating temporary visa exemption for foreign nationals who are in special categories eligible for preferential treatment to serve socio-economic development.
According to Decree No. 221/2025/NĐ-CP, the following categories of foreign nationals will be eligible for visa exemption:
a) Guests invited by the General Secretary of the Communist Party of Vietnam Central Committee, the State President, the Chair of the National Assembly, the Prime Minister, the Permanent Member of the Party Central Committee Secretariat, the Vice President, the Vice Chairperson of the National Assembly, the Deputy Prime Minister, the President of the Central Committee of the Vietnam Fatherland Front, the Chief Justice of the Supreme People’s Court, the Procurator General of the Supreme People’s Procuracy, the State Auditor General, ministers and equivalents, provincial party secretaries, municipal party secretaries, chairpersons of provincial and municipal People’s Councils, and chairpersons of provincial and municipal People’s Committees;
b) Scholars, experts, scientists, professors of universities and research institutes; chief engineers; high-quality human resources in the digital technology industry;
c) Investors, leaders of multinational corporations, and leaders of major global enterprises;
d) Individuals active in culture, arts, sports, and tourism who have a positive influence on the public;
đ) Vietnamese honorary consuls abroad;
e) Guests invited by research institutes, universities, higher education institutions, and major enterprises. Based on proposals from ministries, ministerial-level agencies, and government-attached agencies, the Government shall determine the list of research institutes, universities, higher education institutions, and major enterprises permitted to invite foreign nationals;
g) Other cases requiring visa exemption for diplomatic purposes or to serve socio-economic development, as decided by the Minister of Public Security based on proposals from relevant agencies and organizations.
Eligible individuals will be granted a special visa exemption card allowing multiple entries into Vietnam during the exemption period. The exemption period shall not exceed five years and must be at least 30 days shorter than the remaining validity of the passport.
