Hung Yen Takes Measures to Combat IUU Fishing Violations

Joining the nationwide movement, Hung Yen province has made efforts to implement many measures to combat illegal, unreported, and unregulated (IUU) fishing, contributing to the removal of the European Commission's (EC) "yellow card".

In early April, Hung Yen provincial inter-agency task force against IUU (Illegal, Unreported, and Unregulated) fishing held a surprise inspection of administrative procedures for fishing boat owners at Cua Lan Fishing Port. At the port, every time fishermen enter or leave, they must complete all the required procedures. Fisherman Nguyen Xuan Thu, from Nam Cuong commune shared that the reward of a long fishing trip is that the boat is full of shrimp and fish, can be traded at high prices.

“As soon as the fishing boat docks, I fully report the catch quantity and the log to the authorities” said Nguyen Xuan Thu, demonstrating the responsibility to the country in combating IUU fishing.

Hung Yen fishermen show the same spirit through practical and concrete actions, namely avoiding foreign waters, only fishing in designated areas and routes; and installing boat tracking devices on fishing boats 15 meters or longer. Each fishing trip is a source of desire for not only the fishermen themselves, but also their families. It is a safe voyage and a full catch. IUU fishing will not yield the desired results. The consequences of violating the law while fishing at sea are significant, and most fishermen understand this well when they go out to sea.

Hung Yen province has a coastline of 54km. According to statistics, the province currently has 727 fishing boats, of which 126 are required to have installed boat monitoring systems (VMS). From the beginning of the year until now, the province has seen 3,875 boat arrivals at fishing ports and 3,418 boat departures; the amount of seafood unloaded reached over 2,685 tons. Fishermen's awareness of combating IUU fishing is gradually improving. Localities with developed seafood industries are also working together to implement effective measures to prevent and combat IUU fishing violations. Promotion and proactive monitoring measures, such as installing boat monitoring systems, have been strictly implemented to promptly prevent IUU fishing violations. This contributes to the nationwide effort to lift the EC's "yellow card" warning.

According to Lieutenant Colonel Le Trong Anh, Commander of the Cua Lan Border Guard Station (Provincial Military Command), the Border Guard force has regularly coordinated with local authorities to go directly to fishermen's boats and homes to disseminate information and encourage them to strictly comply with regulations on combating IUU fishing.

“Most fishermen have become aware of the implications of their actions. From 2025 to the present, the province has had no fishing boats violating foreign waters, and no cases of prolonged loss of boat tracking connectivity at sea,” said Le Trong Anh.

The province's efforts to combat IUU fishing violations not only aim to implement fisheries laws and regulations in a synchronized, effective, and efficient manner, but also to prevent, minimize, and eliminate illegal fishing activities by organizations and individuals in the sea areas, thereby promoting sustainable fisheries development and making a significant contribution to lifting the EC's "yellow card" warning for the fisheries sector.
