International Community Urges Thailand and Cambodia to Exercise Restraint and Engage in Peaceful Dialogue

On July 24, the United Nations’ website quoted Deputy Spokesperson Farhan Haq stating that Secretary-General António Guterres is “following with concern” reports of clashes.
He emphasized: “The Secretary-General urges both sides to exercise maximum restraint and address any issues through dialogue and in a spirit of good neighbourliness, with a view to finding a lasting solution to the dispute.”
The UN Security Council is scheduled to hold an emergency meeting on the matter at 3:00 p.m. on July 25 (New York time), which corresponds to 2:00 a.m. on July 26 (Hanoi time).
In a social media post on the evening of July 24, Malaysian Prime Minister Anwar Ibrahim, whose country currently holds the rotating ASEAN Chairmanship, stated that he had spoken directly with his Cambodian and Thai counterparts, Prime Minister Hun Manet and Acting Prime Minister Phumtham Wechayachai.
Prime Minister Anwar called on both leaders to seek ways to de-escalate tensions. “I welcome the positive signals and willingness shown by both Bangkok and Phnom Penh to consider this path forward. Malaysia stands ready to assist and facilitate this process in the spirit of ASEAN unity and shared responsibility,” wrote the Malaysian Prime Minister.

According to AFP (France), on July 24, the European Union called on Cambodia and Thailand to de-escalate the conflict in the disputed border area.
EU Commission spokesperson Anouar El Anouni said the bloc was “deeply concerned” by reports of civilian casualties and called on both countries to refrain from further violence.
“We call on both sides to de-escalate and resolve disputes through dialogue and other peaceful means in line with international law, including the UN Charter,” El Anouni said on X.
On the same day, the US Department of State declared: “The United States is gravely concerned by reports of the escalating fighting along the Thailand-Cambodia border. We are particularly alarmed by reports of harm to innocent civilians. We express our deepest condolences on the loss of life. We strongly urge the immediate cessation of attacks, protection of civilians, and peaceful settlement of disputes”.
Singaporean newspaper CNA quoted a spokesperson from Singapore’s Ministry of Foreign Affairs stating that Singapore had urged Cambodia and Thailand to exercise restraint amid rising tensions between the two Southeast Asian neighbors.
“Singapore is deeply concerned by the clashes, and calls on both countries to exercise restraint and cease hostilities. We call on them to de-escalate tensions through diplomatic means and ensure the safety of all civilians,” stated the spokesperson.
Singapore’s Ministry of Foreign Affairs also advised Singaporean citizens to postpone all travel to border areas. Singaporeans in Cambodia and Thailand were advised to closely monitor the news, heed the guidance of local authorities, and remain vigilant to ensure personal safety.
The Ministry added that, as of now, there have been no reports of Singaporeans injured in the border clashes. Singaporean citizens residing in or traveling to the two countries are encouraged to register online with the Ministry of Foreign Affairs; those in need of consular assistance should contact the Singapore Embassies in Phnom Penh or Bangkok, or the Ministry’s duty office.
The Ministry of Foreign Affairs of Laos also expressed deep concern over the situation at the Thailand-Cambodia border, urging both sides to exercise restraint and resolve the issue through peaceful means. According to the Vientiane Times (Laos), a spokesperson for the Lao Ministry of Foreign Affairs stated: “As a neighboring country that shares borders and maintains good relations with both Cambodia and Thailand, Laos calls on both sides to exercise restraint and resolve the issue through peaceful measures.”
According to AFP (France), on the morning of July 25, Thailand announced that it had evacuated more than 100,000 people along the border with Cambodia as tensions escalated. The Thai Ministry of Interior reported that 100,672 people from four border provinces had been relocated to shelters. A Deputy Spokesperson for Thailand’s Ministry of Public Health stated that as of 9:00 p.m. on July 24, 14 people had been confirmed dead and 46 injured in military clashes near the Thailand-Cambodia border. Cambodia has yet to release any official figures on casualties.
