At the meeting, Ambassador Nguyen Thi Minh Nguyet expressed her pleasure at returning to Kazanlak - a locality rich in Bulgaria’s cultural traditions and known as the country’s “rose capital,” famous worldwide for its rose cultivation and rose oil production. The Ambassador emphasized that the traditional friendship between Vietnam and Bulgaria has continued to be strengthened and developed in recent years, particularly through high-level visits and exchanges. The two countries have established a Strategic Partnership framework, creating an important foundation for expanding cooperation across many fields. In this context, proactive connections and cooperation between localities of the two countries carry practical significance and contribute to deepening bilateral relations. In recent years, Vietnam-Bulgaria cooperation has continued to be promoted in many areas, including trade, education, culture, and people-to-people exchanges.
The Ambassador highly appreciated the re-signing of the Memorandum of Cooperation between the city of Kazanlak and Lai Chau province in November 2025 during the working visit to Lai Chau by Nikolay Dimitrov, Chairman of the Kazanlak Municipal Council. According to the Ambassador, the Memorandum opens a new phase of cooperation between the two localities with a broader scope, covering not only traditional areas such as culture and tourism but also trade, investment, education, training, labor, agriculture, and forestry.

Discussing potential areas of cooperation, Galina Stoyanova introduced the Bulgarian Institute of Roses and Aromatic Plants in Kazanlak and expressed readiness to consider cooperation with Vietnam in implementing projects on rose cultivation and the development of rose oil-based products. Both sides agreed on the need to strengthen cultural exchanges by connecting schools from the two countries and jointly participating in and organizing cultural events in Bulgaria to further promote Vietnam’s image.
The Ambassador affirmed that the Embassy of Vietnam in Bulgaria always considers local-level cooperation as one of its priorities in promoting Vietnam-Bulgaria relations, and stands ready to serve as a focal point connecting Vietnamese ministries, sectors, localities, and businesses interested in cooperation. The Embassy will also coordinate in organizing investment and trade promotion activities as well as cultural exchanges in both countries.
