Political Stability and People-Centered Approach as Foundation for Sustainable Development

In an interview with a Vietnam News Agency (VNA) reporter on the outcomes of the 14th National Party Congress, Professor Nghiem Duc Long, Director of the Centre for Environment and Water at the University of Technology Sydney (UTS) and President of the Vietnamese Association of Scientists and Experts in Australia (VASEA), remarked that the Congress was highly successful, particularly in reaffirming political stability and consistency in development orientations.

Amid increasingly unpredictable global geopolitical and economic developments, the message of stability, unity, and long-term vision conveyed by the 14th National Congress constitutes a critically important foundation for the country’s sustainable development.

Professor Nghiem Duc Long said he was particularly impressed by the Congress’s continued emphasis on placing people at the center of development, not only at the level of policy orientation but also through clear action programs, with priority given to education and human resource development, and with science and technology as well as innovation identified as key drivers of economic growth in the new phase.

The Congress also set out specific goals in healthcare, environmental protection, and social equity, demonstrating that development is not solely aimed at economic growth, but also at improving quality of life, ensuring social welfare, and providing equitable opportunities for all citizens.

Addressing the target of double-digit economic growth, Professor Nghiem Duc Long noted that this is an ambitious goal in the current international context, yet still feasible for Vietnam thanks to favorable conditions that have already emerged and continue to take shape. These include political stability, a young, skilled workforce with strong aspirations, and progress in institutional reforms, administrative procedure simplification, and improvements to the investment environment. However, he emphasized that it is crucial not to trade environmental protection and quality of life for short-term growth, and that green growth and sustainable development must serve as guiding principles during the implementation phase.

Professor Reena Mahwar of the University of Delhi, Secretary General of the Association of Asian Scholars, commented that the 14th National Congress represents an important historical milestone, not only for Vietnam’s development trajectory but also in terms of the attention and high regard it has garnered from the international community. The Congress clearly established a national strategic vision aimed at turning Vietnam into an upper-middle-income country by 2030 and a developed economy by 2045. These goals were clearly defined, consistent, and accompanied by specific roadmaps.

Professor Mahwar praised the “whole-of-nation” and “whole-of-government” approach adopted in the preparation of the Congress documents, including the political report, the socio-economic report reviewing 40 years of Doi Moi, and the report summarizing Party-building efforts. The process was conducted transparently, with extensive discussions that attracted broad participation and input from various segments of society, thereby reflecting a long-term, guiding policy vision.

According to her, the success of the 14th National Congress continues to reinforce the foundation of political stability - an essential factor enabling Vietnam to maintain high growth momentum amid global economic uncertainties - while also enhancing the confidence of international investors through consistency between policy formulation and implementation.

Confidence in Development Path and Party’s Leadership Capacity

Dr. Petr Tsvetov, Doctor of History, Associate Professor of International Relations at the Diplomatic Academy of the Russian Foreign Ministry, and Vice President of the Russia-Vietnam Friendship Association, noted that the 14th National Congress clearly demonstrated the flexible and timely policy adjustments of the Communist Party of Vietnam. It is precisely thanks to these adjustments that the Party has continued to firmly maintain its leadership role through different stages of the country’s development. From this perspective, he assessed that a new era of development is being ushered in following the 14th National Congress of the Communist Party of Vietnam.

According to him, a consistent theme running through recent resolutions of the Communist Party of Vietnam is placing people at the center of development. This is not merely about GDP growth, expanding international trade, or building a modern military, but first and foremost about building a comprehensively developed Vietnamese people - those who enjoy happy lives, have their basic needs met, possess modern scientific knowledge, maintain cultural identity, and have a certain degree of participation in social governance. Conditions, including technical and institutional ones, are being created with the aim of building a society without poverty, where no one is left behind.

He emphasized that, regardless of ideological differences, the Communist Party of Vietnam has clearly demonstrated its role in guiding socio-economic development toward equity, where the interests of all people are taken into account, and where everyone has opportunities to develop and prosper within the framework of the law. Vietnam remains steadfast on its path toward socialism and is proving that this choice is the right one.

According to him, Vietnam’s development experience and practice are not only significant domestically but also make an important contribution to the theory and practice of building socialism worldwide, serving as a valuable reference for countries aspiring to build a fair, progressive, and sustainably developed society.

Speaking to the Voice of Vietnam (VOV), Professor Carly Thayer of the Australian Defence Academy praised the rigorous organization, stability, and thorough preparation of the 14th National Congress, particularly the consolidation of political reports into a single unified document accompanied by action plans and implementation monitoring mechanisms.

According to him, the principle that “the people are the foundation” is prominently reflected throughout all the documents. “You can see it in the content on sustainable development, public health, decentralization to localities, government restructuring that is underway, and when looking at the breakthrough achievements in human resource development. In other words, Vietnamese culture, public health, sustainable development, responses to climate change… all of these issues are addressed in the political report,” he said.

Referring to the growth target of around 10% for the 2026-2030 period, Professor Carly Thayer noted that in a world marked by numerous uncertainties, mounting challenges to global growth, and risks of supply chain disruptions, the Communist Party of Vietnam’s decision to set such a high growth target poses a far-from-easy task for the Government.

To achieve this goal, he argued that Vietnam needs to realize three breakthroughs. “First, it must build institutions capable of formulating the right policies and implementing them effectively. Second, it needs to reform the quality of human resources so that workers are skilled and trained to serve the digital and green economy and participate in the ongoing economic transformation. The third breakthrough that must be achieved is socio-economic infrastructure - not only projects such as Long Thanh International Airport or high-speed railways, but also the development of hubs that enable people to use the internet to expand into areas such as quantum technologies and artificial intelligence.”

The recent Party Congress elected a new leadership comprising individuals who fully meet the standards of moral integrity, prestige, capability, and professional qualifications, and who have received high levels of trust to shoulder major responsibilities. The leadership also ensures continuity across generations. Professor Carly Thayer affirmed that the sound policies pursued by the Party in recent years, which have enabled Vietnam to achieve impressive growth rates, are an important factor underpinning public confidence in the new leadership, with the hope that it will lead Vietnam toward even stronger development in the time ahead.
