Lai Chau (Vietnam) - Honghe (China) Cooperate in Border Management and Development

On meeting on border management cooperation for 2025 took place in Lai Chau province between Lai Chau (Vietnam) and Honghe Prefecture (Yunnan Province, China) on May 29, both sides affirmed their determination to effectively implement cooperation agreements, promote infrastructure connectivity, socio-economic development in the border area, and strengthen coordination to ensure security and order in the border region.

According to the Lai Chau Provincial Portal, speaking at the meeting, Kieu Hai Nam stated that the meeting was held in the context of continued strong and positive development in the friendship and cooperation between Vietnam and China across many fields. In particular, the recent visit to Vietnam by General Secretary and President of China Xi Jinping, from April 14–15 marked an important milestone, helping to guide practical cooperation between localities of the two countries.

Based on this spirit, he also suggested that the foreign affairs agencies of both sides continue to serve as a bridge and provide effective advice on implementing the "Friendly Cooperation Agreement between the People’s Committee of Lai Chau Province and the People’s Government of Honghe Prefecture, Yunnan Province." He also emphasized the need to strictly implement the three legal documents on the Vietnam-China land border signed by the two governments.

The leader of Lai Chau's Department of Foreign Affairs also proposed that the two sides enhance the exchange of information related to border management; organize negotiations and on-site meetings; and jointly develop border infrastructure projects in compliance with the regulations of the two countries’ Joint Committee. Both parties should actively coordinate with relevant agencies and localities to accelerate the resumption of operations at the Si Choang - Den Suoi Thang border gate; advise on the early reopening of traditional crossing points such as Po To - Cua Cai and Gia Khau – Seo Co San; and begin surveys, negotiations, and consensus-building to establish border markets (points) in areas within Phong Tho District (Lai Chau) and Jinping County (Yunnan).

Speaking at the meeting, Liu Fang agreed with the proposals from Lai Chau and affirmed that Honghe Prefecture is ready to work together to effectively implement the agreed-upon cooperation contents.

She proposed that both sides promote border area exchanges and economic development along the border; coordinate in supporting enterprises from both sides to explore and develop cross-border tourism; and accelerate infrastructure development at border gates, especially the construction of multifunctional bridges and trade infrastructure at the open crossings that have been inspected and surveyed.

She emphasized the importance of coordinating to ensure public order and border security, protect forest resources, and strengthen activities such as information exchange and climate change response.

At the meeting, both sides also proposed several specific initiatives, including introducing Lai Chau’s agricultural and medicinal products to Chinese enterprises, and coordinating to exchange information and develop cooperation mechanisms between localities on forest fire prevention and control.
