Vice Chairman of the National Assembly Tran Quang Phuong met with Governor of Fukuoka Prefecture Hattori Seitaro, Chairman of the Fukuoka Prefectural House of Representatives Kurauchi Isao, and the Director of the Japan Energy and Technology Innovation Organization.
Expressing his sincere appreciation for the warm and respectful welcome extended by Fukuoka’s leadership, Vice Chairman Tran Quang Phuong shared his pleasure in visiting the prefecture, widely recognized as a cultural and economic hub and often referred to as the “Silicon Valley of southwestern Japan”, on the occasion of the 52nd anniversary of diplomatic relations between Vietnam and Japan. He commended the strong progress and high level of political trust within the Vietnam–Japan Comprehensive Strategic Partnership, highlighting local-level cooperation as a particularly vibrant and impactful element of the bilateral relationship.

The Vice Chairman of the National Assembly reaffirmed that Vietnam consistently views local-level cooperation as an effective channel that makes practical contributions to the advancement of Vietnam–Japan relations.
Highlighting Vietnam’s commitment to achieving its development goals and becoming a high-income, developed nation by 2045, Vice Chairman Tran Quang Phuong underscored the country’s efforts to accelerate administrative reforms and implement the two-tier local government model. He proposed that Fukuoka Prefecture share its experience in legislative processes, local governance, and digital transformation. He also emphasized that the Vietnamese National Assembly is actively working to improve institutional frameworks, build a coherent, unified, and transparent legal system, safeguard the legitimate rights and interests of the people, and foster a favorable environment for investment, production, and business.
Recognizing the relationship between Fukuoka and Vietnam as a successful example of local cooperation, Vice Chairman Tran Quang Phuong expressed his sincere appreciation to Governor Hattori Seitaro and the provincial leadership for their continued efforts to promote multifaceted collaboration with Vietnam.
In response, Governor Hattori Seitaro shared updates on recent cooperation between Fukuoka and Vietnam, particularly with Hanoi, in areas such as youth exchange, waste management, and environmental protection. He affirmed Fukuoka’s commitment to creating a safe, welcoming, and supportive environment for foreigners, including the Vietnamese community in Japan. He also noted that Japanese businesses, including those based in Fukuoka, are eager to welcome more Vietnamese workers.

Vice Chairman of the National Assembly Tran Quang Phuong reaffirmed the consistent policy of the Party, State, Government, and National Assembly in supporting overseas Vietnamese, and expressed his delight at the continued growth of the Vietnamese community in Japan.
He shared: “I am pleased to meet with our overseas compatriots. Thanks to the correct policies of the Party and State, the Vietnam-Japan relationship is currently at its most flourishing stage. On behalf of the National Assembly leadership, I commend the achievements of the Consulate General, the Vietnamese community, and associated organizations. We sincerely acknowledge the challenges and recommendations raised by our compatriots and will make every effort to address them.”
