Many Countries Extend Condolences to Vietnam over Tourist Boat Capsizing in Ha Long Bay

According to the Embassy of Cuba in Vietnam, on July 20, the First Secretary of the Communist Party of Cuba and President of the Republic of Cuba, Miguel Díaz-Canel, posted on his personal page an image of the rescue forces salvaging the Wonder Sea (also known as Vinh Xanh 58) and conveyed his condolences to the families of the victims.

On the same day, the US Embassy in Vietnam also posted on its official Facebook page: "We extend our sincere condolences to the families of those who lost their loved ones in the tragic boat accident in Ha Long yesterday".
The Embassy of the Russian Federation in Vietnam shared via Facebook: “The Embassy of the Russian Federation in Vietnam extends its deepest sympathies to the families and loved ones of the victims in the Wonder Sea boat accident in Ha Long Bay on July 19, 2025. We share in the immense sorrow of this loss and wish a speedy recovery to those injured.”
According to authorities, the incident occurred at 3:30 p.m. on July 19 when the Vinh Xanh 58 (registration number QN-7105), carrying passengers on the Sung Sot Cave - Ti Top Island route in Ha Long Bay, was unexpectedly struck by a storm and capsized.
At a press conference held by Quang Ninh Province at 2:00 p.m. on July 20, Deputy Director of the Quang Ninh Provincial Police Department Cu Quoc Thang stated that so far, rescue teams have saved 10 people, recovered 35 bodies, and are continuing the search for four people still missing. The recovered bodies have been handed over to their families for burial arrangements.
On July 19, Prime Minister Pham Minh Chinh signed Official Telegram No. 114/CĐ-TTg, extending thoughtful and sincere sympathies to the injured and offering deep condolences to the families of the deceased. He also directed Deputy Prime Minister Tran Hong Ha to be present at the scene to lead the rescue and relief efforts.
The Prime Minister called for urgent and effective search and rescue operations, prompt handling of the aftermath, and timely visits, encouragement, and support for the families of the victims. He further instructed a thorough investigation into the cause of the accident and strict handling of any violations (if any), as well as a comprehensive review of all maritime safety procedures to draw lessons and immediately address shortcomings, ensuring absolute safety for all vessels currently in operation.
