Earlier, on October 13, the Government of Japan, through the Japan International Cooperation Agency (JICA), delivered emergency relief supplies including essential items such as water purifiers, blankets, multifunctional plastic sheets, and plastic containers. The Department of Dike Management and Disaster Prevention and Control officially received the aid and coordinated its distribution to Bac Ninh Province - one of the hardest-hit areas.

During September and October, Vietnam experienced a series of severe natural disasters, including Typhoons No. 8, 9, 10, and 11, accompanied by widespread flooding in many regions. Typhoon No. 8 (Mitag) and Typhoon No. 9 (Ragasa) made landfall in Central and Northern Vietnam in early September, causing initial damage to infrastructure and agriculture. Subsequently, Typhoon No. 10 (Bualoi) struck Nghe An and Ha Tinh provinces on September 28-29, 2025, causing heavy destruction. Before floodwaters receded, Typhoon No. 11 (Matmo) hit northern provinces, pushing river levels to alarming heights, surpassing historical records in some areas, and resulting in severe losses.
At a meeting with international partners on disaster risk reduction on October 9, Deputy Minister of Agriculture and Environment Nguyen Hoang Hiep stated that despite the great efforts of the Vietnamese government and people, the increasing severity of natural disasters has exceeded the coping capacity. He called on international partners to continue their cooperation and deliver timely, accurate, and effective support to communities affected by natural disasters.
