Many Proposals for Cooperation to Promote Vietnam-Brazil Parliamentary Diplomacy and People-to-People Exchanges

Welcoming the delegation, VUFO President Phan Anh Son noted that Vietnam-Brazil relations are witnessing strong development, reflected in regular meetings between the two countries’ senior leaders at regional and international forums. The elevation of bilateral ties to a Strategic Partnership in 2024, he emphasized, was clear testimony to the stature of the relationship, opening up broad prospects for cooperation.
According to Phan Anh Son, alongside state-to-state diplomacy, parliamentary diplomacy and people-to-people exchanges play an indispensable role in deepening bilateral relations. He expressed appreciation for the solidarity that the Brazilian people had shown toward Vietnam during its struggle for independence and national reunification. He identified five solid foundations of the bilateral relationship: the establishment of the Strategic Partnership in 2024; the market potential of more than 300 million people; the good relations not only at the state level but also through parliamentary and people-to-people channels; the substantial room for economic and trade cooperation, particularly in Brazil’s areas of strength; and Brazil’s strategic vision that values Vietnam’s role within ASEAN and promotes multilateral cooperation.
Building on this foundation, VUFO President offered five cooperation proposals: strengthening local-to-local connectivity by establishing twinning ties between provinces, cities, and states of the two countries; fostering cooperation among the Vietnam-Brazil Friendship and Cooperation Association, the Vietnam-Brazil Parliamentary Friendship Group, the Brazil-Vietnam Friendship Association (ABRAVIET), and the Brazil-Vietnam Parliamentary Friendship Group; expanding youth exchanges, educational and training collaboration, and links among universities; digitizing the Portuguese-Vietnamese dictionary to improve accessibility for people of both countries, thereby enhancing educational and linguistic exchanges; and promoting cooperation in sports and culture, particularly football and the performing arts - Brazil’s strengths, while broadening the network of partners in potential cooperation areas.
He informed that in October 2025, VUFO and the Vietnam-Brazil Friendship and Cooperation Association plan to send a delegation to Brazil, which will include business representatives and members of the Vietnam-Brazil Parliamentary Friendship Group. The visit will combine people-to-people diplomacy, parliamentary cooperation, and economic–trade promotion activities.

Speaking at the reception, Márcio Honaiser affirmed that the visit reflected the Brazilian National Congress’s desire to strengthen relations with Vietnam. He highly appreciated the cooperation proposals put forward by VUFO’s President, describing them as concrete pathways for making bilateral relations more substantive.
He highlighted four priorities for the coming period: supporting the successful organization of the Vietnam-Brazil Friendship and Cooperation Association’s visit to Brazil in October 2025; promoting twinning ties between certain localities of the two countries; enhancing cooperation among universities and research institutes, including the Brazilian Agricultural Research Corporation (Embrapa); and advancing football development through coach training, technical transfer, and friendly matches.
He also noted that the two countries hold great potential for cooperation in food security and renewable energy, particularly in the production of wind and solar power equipment - sectors that align with Vietnam’s development orientation and are also among Brazil’s strengths.
