The visit took place against the backdrop of a rapidly changing global and regional situation, marked by a shift toward a multipolar, multi-centered, multi-layered world order. The global economy continues to recover slowly, with many potential risks. Rising protectionism hinders globalization and international economic integration. The Asia-Pacific and Indian Ocean regions remain dynamic, strengthening economic linkages and affirming their key role in global peace, stability, and prosperity, while also witnessing intensifying strategic competition.

Domestically, despite numerous challenges, Russia continues to maintain internal stability. President Vladimir Putin’s approval ratings remain high. The Government, Parliament, and political parties share a unified stance on key national issues. Russia’s economy has overcome difficulties and sustained positive recovery momentum. In foreign policy, the Asia-Pacific region retains an important position in Russia’s strategic orientation.
Strengthened over time by mutual empathy and trust, the traditional friendship and Comprehensive Strategic Partnership between Vietnam and Russia have been vigorously promoted across all channels: Party, State, Government, and National Assembly.
Leaders of both countries maintain reciprocal visits, meetings, and participation in multilateral events hosted by each side. Notably, in May 2025, General Secretary To Lam paid an official visit to Russia and attended the 80th Anniversary of Victory in the Great Patriotic War. On this occasion, Vietnam and Russia adopted a Joint Statement outlining the key directions for the Comprehensive Strategic Partnership in a new phase of cooperation.
Despite external challenges, the two sides have shown strong determination to sustain, consolidate, and “renew” bilateral ties. Vietnam-Russia economic and trade cooperation is regaining momentum, with two-way trade turnover in 2024 reaching USD 4.58 billion, up about 26% from 2023. Russia currently has around 200 investment projects in Vietnam with total registered capital of approximately USD 990 million, while Vietnam has 17 projects in Russia. Alongside progress in economic and trade cooperation, defense and security collaboration between the two countries is being expanded in multiple directions. Oil and energy remain a key pillar of bilateral cooperation.
In inter-parliamentary cooperation, the two countries have achieved many positive results. Both sides regularly maintain high-level and working-level delegation exchanges. Within the multilateral framework, the two parliaments share common views on international issues and actively coordinate, consult, and exchange opinions at multilateral parliamentary forums. The Vietnamese National Assembly and the Russian State Duma signed a Cooperation Agreement in 2009 and, in 2018, an Agreement establishing the Inter-Parliamentary Cooperation Committee - the first high-level bilateral inter-parliamentary cooperation mechanism between the Vietnamese legislature and a foreign parliament.
Taking place as Vietnam and Russia celebrate the 75th anniversary of diplomatic relations in 2025, Chairman Volodin’s official visit and co-chairing of the 4th Meeting of the Inter-Parliamentary Cooperation Committee demonstrate the two countries’ commitment to maintaining and further developing bilateral relations across all channels, particularly parliamentary relations, and sustaining high-level contacts between the two legislatures.
The visit also reaffirmed the important role of the Inter-Parliamentary Cooperation Committee mechanism in promoting practical and mutually beneficial cooperation, especially in key areas such as diplomacy, defense and security, energy, oil and gas, as well as traditional areas like science, technology, education, training, culture, sports, and tourism.
Vietnam continues to implement its foreign policy of independence, self-reliance, diversification, and multilateralization of external relations, as well as proactive, active, and effective international integration. Vietnam reaffirms its consistent policy of valuing the Comprehensive Strategic Partnership with Russia, respecting bilateral commitments and agreements, and implementing outcomes achieved during General Secretary To Lam’s official visit to Russia.
The success and outcomes of Chairman of the State Duma Vyacheslav Volodin’s official visit and co-chairing of the 4th Meeting of the Inter-Parliamentary Cooperation Committee will continue to generate new momentum, advancing the Vietnam-Russia Comprehensive Strategic Partnership to a deeper, more substantive level, serving the interests of both nations and contributing to regional and global peace, cooperation, and development.
