Vu Truong Giang, Acting Director of the Department of Overseas Labor Management under the Ministry of Home Affairs, stated that seasonal employment cooperation with the Republic of Korea (RoK) has been effectively implemented through agreements between localities of both countries.

Reports from all 16 participating localities indicate that by the end of September 2025, more than 10,000 workers had gone to the RoK under this program. Among them, Ninh Binh leads with over 3,100 workers, followed by Da Nang with over 2,300, and Dong Thap with more than 1,400.

Thanks to thorough training and comprehensive support, most Vietnamese workers are highly regarded for their discipline and skills. Monthly incomes range from 30 to 47 million VND, excluding overtime. After 5 to 8 months, workers can accumulate between 150 and 320 million VND.

Remittances from the program make a significant contribution to local economies. Beyond financial benefits, the program also equips workers with modern agricultural production skills, paving the way for entrepreneurial opportunities upon their return.

The RoK side has also praised the program’s effectiveness, noting its role in addressing agricultural labor shortages in Korean localities, particularly during harvest seasons.

During the conference, representatives from the Departments of Home Affairs in Ninh Binh, Lai Chau, and Quang Tri shared their experiences in negotiating, selecting, training, and managing workers. They also proposed solutions to overcome practical challenges in implementation.

To ensure effective management, localities have created Zalo groups and assigned focal officers or interpreters in the RoK to monitor and support workers, while coordinating with families at home to mobilize and disseminate information. Nonetheless, some cases of contract violations and illegal residency persist.

Additional issues raised include improper candidate selection, intermediary involvement, high job placement costs (up to 65 million VND in some cases), limited foreign language proficiency, and poor discipline among certain workers. There have also been instances of Korean employers breaching contracts, delaying wage payments, or imposing harsh working conditions.

Earlier that same day, the Ministry of Home Affairs and the People's Committee of Nghe An province held a conference titled “Promoting Effective Implementation of Programs to Send Workers Abroad Under International Agreements, Meeting the Requirements of Tasks in the New Situation,” aimed at comprehensively evaluating current overseas labor programs.
