On March 2, Chargé d’Affaires of the Embassy of Vietnam in Israel Nghiem Xuan Hai Dang stated that immediately after the conflict erupted, Israel activated its highest-level national defense and home front management mechanisms, declared a nationwide state of emergency, and implemented an “essential operations” regime.

Although daily life has been affected by frequent air raid sirens and travel restrictions, there have been no power or water outages, Internet disruptions, or shortages of food and essential goods to date. Essential stores and supermarket chains continue to operate. However, Israeli airspace, including Ben Gurion International Airport, has been closed, and many international flights have been suspended or canceled.

Regarding the Vietnamese community in Israel, the Embassy has not recorded any casualties or injuries among Vietnamese citizens during the recent missile attacks. Most members of the community reside in northern and central Israel. While there is general anxiety due to the frequent sirens, particularly at night, the community has strictly followed the instructions of local authorities, limited travel, remained close to protected areas, and promptly sought shelter upon receiving alerts.

As soon as hostilities broke out, the Embassy of Vietnam in Israel identified monitoring the community situation and providing citizen protection as top priorities, while also ensuring the safety of all staff members and their families. Emergency response mechanisms were activated, with personnel on duty 24/7, hourly situation updates, and regular safety advisories issued through official channels.

Ongoing efforts have been made to review and compile lists of citizens by area of residence. Community members have been requested to maintain close contact with the Embassy and to proactively notify it of any change in residence or emergency situation. The Embassy has also held assessment meetings to develop and update citizen protection scenarios corresponding to different levels of developments.

In the Gulf region, Vietnamese Ambassadors have reported that no Vietnamese citizens have suffered casualties or property damage as a result of the conflict so far.

According to the Embassy of Vietnam in Qatar, the Vietnamese community in the country numbers approximately 500 people. The mission maintains communication with the Qatari Ministry of Foreign Affairs and relevant local authorities, regularly issues notices to the community, and requests citizens to proactively register and update their personal information to facilitate protection and evacuation efforts in the event of a crisis. Protection and evacuation plans have also been developed and reviewed.

In the United Arab Emirates (UAE), the Vietnamese community numbers more than 4,000 people. Currently, 84 Vietnamese passengers and six crew members are stranded in the UAE and have contacted the Embassy for assistance. The representative mission continues to closely monitor developments, maintain communication channels, post safety advisories on social media and messaging applications, and update protection and evacuation plans in case of emergency.

In Kuwait, where nearly 200 Vietnamese citizens live and work, the Embassy reported that as of 4:00 p.m. on March 2 (local time), no casualties or property damage had been recorded. Safety advisories continue to be issued regularly.

The Embassy of Vietnam in Saudi Arabia, which is concurrently accredited to Bahrain and Oman, stated that approximately 6,000 Vietnamese citizens are currently living and working in these countries. The mission continues to closely follow the situation and implement citizen protection measures under all circumstances, while urging the community to strictly comply with local laws and authorities’ guidance, limit non-essential travel, and proactively prepare safety plans for themselves and their families.

Amid ongoing regional tensions and potential risks, Vietnamese representative missions in the Middle East continue to maintain 24/7 duty mechanisms and provide timely information and advisories to ensure the highest level of safety for Vietnamese citizens abroad.
