Provision of Supplies to Nghe An Province for Post-Typhoon No. 3 Recovery

The Ministry of Finance has issued Decision No. 2718/QĐ-BTC, assigning the General Department of State Reserves to release materials and equipment from the national reserve to Nghe An Province for the third time to address the aftermath of Typhoon No. 3 in 2025.

In accordance with the decision, the Ministry of Finance has directed the General Department of State Reserves to provide, free of charge, materials and equipment from the national reserve to Nghe An Province to support post-Typhoon No. 3 recovery efforts. These include: three DT3 high-speed boat sets; 100 lightweight rescue rafts; 300 life jackets; 300 lifebuoys; 15 sets of lightweight rescue tents (24.5 m² each); 13 firefighting water pump sets (complete forest fire-fighting equipment); and seven generators of various types (including three sets of 30KVA and four sets of 50KVA).

Under its assigned functions and duties, the General Department of State Reserves is responsible for the basis and reported figures. The People’s Committee of Nghe An Province is responsible for the accuracy of the information, figures, and quantities requested for release; ensuring that the allocation complies with regulations, reaches the correct beneficiaries, and serves the intended purposes; and reporting the results to the Ministry of Finance (General Department of State Reserves) as prescribed.

Previously, the Regional State Reserve Sub-Department VIII had arranged the loading and handover of 40 sets of rescue tents from the national reserve to promptly support residents in Nghe An Province’s communes in overcoming the consequences of Typhoon No. 3.

Due to the impact of Typhoon No. 3, Nghe An Province experienced widespread heavy to very heavy rainfall, causing flooding in many localities and severe landslides, particularly in remote and mountainous communes. According to the latest statistics from the Standing Office of the Nghe An Provincial Steering Committee for Natural Disaster Prevention, Search and Rescue, and Civil Defense, as of July 29, Typhoon No. 3 had caused nearly VND 3.5 trillion in damage to Nghe An. The storm also claimed four lives and injured four others.

On August 4, 2025, Deputy Prime Minister Ho Duc Phoc signed Decision No. 1662/QĐ-TTg on the allocation of emergency financial support to localities affected by natural disasters. Accordingly, Nghe An Province was granted VND 200 billion from the 2025 central budget contingency fund to address the consequences of flooding.

In addition, the Standing Committee of the Central Committee of the Vietnam Fatherland Front (VFF) has instructed the Central Relief Committee to provide VND 65 billion in financial assistance to the people of Nghe An. Alongside this, many provinces, cities, agencies, organizations, and individuals have mobilized support to help Nghe An residents recover from the disaster.
