During the meeting, Takebe Tsutomu expressed his pleasure at returning to Quang Ninh and highly appreciated the results of cooperation between Quang Ninh province and localities in Japan over the past time, especially with Hokkaido province. Cooperation programs in many fields, such as education and training, festival organization, cultural and artistic exchange, and trade promotion, have been effectively implemented, contributing to strengthening understanding and ties between the people of the two localities.

In September 2026, Hokkaido Prefecture will hold a Vietnam Festival in Asahikawa City (Hokkaido Prefecture, Japan), and Provincial Party Secretary is invited to attend. Takebe Tsutomu also proposed organizing an examination at Ha Long University to assess students' knowledge of applied Japanese studies, providing them with more opportunities to access and enhance their understanding of Japanese culture, language, and the work environment.

Provincial Party Secretary Quan Minh Cuong expressed his gratitude for Takebe Tsutomu's significant contributions to promoting friendly cooperative relations between Vietnam and Japan in general, and between Quang Ninh and Hokkaido in particular. The cooperative relationship between Quang Ninh and Hokkaido is one of the exemplary models of local cooperation between Vietnam and Japan, the host reaffirmed.

The host highly appreciated the political trust and close ties between the leaders of the two localities through delegation exchanges, cultural exchanges, and cooperation in education and training, with cooperation with Ha Long University becoming a highlight in the relationship between the two sides.

During the meeting, he shared three areas in which Quang Ninh wishes to strengthen cooperation, exchange, and learning with Japanese partners. They are experiences in modern management, Japan's labor discipline and work culture; capital support; and technology transfer and application. Quan Minh Cuong, hoped that, Takebe Tsutomu, in his role as Special Advisor to the Japan-Vietnam Parliamentary Friendship Alliance, would continue to pay attention and play a bridging role, contributing his voice to promote cooperation programs to be more in-depth, substantive, and effective, especially in the fields of economics, investment, and production.

Regarding the proposal to organize an examination to assess knowledge of applied Japanese studies at Ha Long University, the Provincial Party Secretary instructed Ha Long University to conduct research in close coordination with the Japanese side to ensure practicality and effectiveness.

Takebe Tsutomu affirmed that he will continue to accompany and act as a bridge to further promote friendly cooperation between Quang Ninh and localities in Japan, contributing to deepening the comprehensive strategic partnership between Vietnam and Japan.
