Key areas of cooperation include sharing experience in people-to-people diplomacy; building and developing member friendship associations; promoting external communications; mobilizing foreign non-governmental aid; engaging with overseas Vietnamese communities; and coordinating the implementation of activities under Emulation Cluster No. I.

Nguyen Thi Thu Huong, Vice Chairwoman of the Vietnam Fatherland Front Committee of Quang Ninh Province and Standing Vice Chairwoman of the Quang Ninh Union of Friendship Organizations, chaired the meeting. The delegation from the Hanoi Union of Friendship Organizations was led by Nguyen Ngoc Ky, Chairman of the organization.

During the meeting, leaders of the two organizations exchanged updates on their organizational structures and recent achievements and shared practical experience in implementing key people-to-people diplomacy initiatives.

The discussions highlighted several effective approaches to strengthening and expanding member friendship associations, enhancing external communications, mobilizing foreign non-governmental assistance, and improving engagement with overseas Vietnamese communities. These exchanges are expected to provide a solid foundation for the two organizations to further improve the effectiveness of their work and deepen bilateral cooperation in the coming period.

The two sides also focused their discussions on coordinating the implementation of tasks under Emulation Cluster No. I, in accordance with Decision No. 1231/QĐ-LHHN, issued by the Vietnam Union of Friendship Organizations (VUFO) on July 14, 2026, regarding the appointment of the Cluster Head and Deputy Cluster Head for the 2026–2027 term.

Under the decision, the Hanoi Union of Friendship Organizations will serve as the Head of Emulation Cluster No. I, while the Quang Ninh Union of Friendship Organizations will take on the role of Deputy Head. The two organizations agreed to work closely together in developing and effectively implementing the Cluster's action plan, while enhancing information exchange, sharing best practices, and providing mutual support in carrying out assigned tasks.

Speaking at the meeting, leaders of both organizations reaffirmed their commitment to maintaining regular coordination, building on the respective strengths of each locality, and expanding cooperation in organizing people-to-people diplomacy activities. These joint efforts are expected to further strengthen the friendship and cooperative ties between Quang Ninh and Hanoi, while contributing to greater effectiveness across the Union of Friendship Organizations system in the new development period.
